Job Description and Position Summary:

The Director of Partnerships coordinates with Policy and Public Affairs and the senior management team to ensure that the Department's mission, goals and activities are represented effectively both internally and externally. The Director is responsible for working to develop and implement the agency's strategic vision, including the overall direction and coordination of information as it relates to policy, programs and partnerships.

The Director meets regularly with the Commissioner and Department senior management to discuss and understand all aspects of the Department's activities. The Director supports the expansion of DCR's footprint through partnerships with a variety of external organizations including private enterprises, conservancies, parks friends groups and other state government agencies, and through regularly scheduled programming and events. The Director coordinates communications with the public about the activities of the department that promote use of DCR facilities and that fulfill its mission - to protect, promote, and enhance the states natural, cultural, and recreational resources - while providing excellent customer experiences.

Core Responsibilities:
  • Work with senior management to develop departmental strategy, and plan and direct communications for DCR to external customers and constituents including the public, regarding agency programs, issues and initiatives to ensure that DCR is seen in a positive manner and minimize problem issues. Focus external customers and the public on positive aspects of the agency. Problem solve and manage crisis communications. Strategize with Senior management on programming and policy opportunities that enhance the use of DCR assets, and on public information and outreach issues.
  • Pursues and supports partnerships with conservancies; friend's groups; advisory groups; user groups and volunteers; private sector entities; and other government agencies, including partner project management tasks as well as oversight and management of the Partnership Matching Fund.
  • Directs and leads staff - including the legislative and partnership coordinators - in the establishment of priorities, goals and objectives for the office. Oversees all activities and programs including the development and communication of new policies and procedures, events, permitted use of parks, in-park signage and content, internet content, and written publications to external constituents.
  • Builds and manages databases, project and partner files, and other materials to amplify the work of the office and to build a long-term, institutional foundation for ongoing partnership work and success.
  • Promotes visitor ship to DCR resources. Increases public awareness and recognition of the Department's programs, coordinating public information activities, agency publications, web-based coordination and other channels.
  • Works with the Commissioner and DCR Stewardship Council to establish policies to improve and enhance communication and outreach to the public regarding the challenges and opportunities of the Department's conservation mission, set strategic direction, build new relationships with diverse constituencies and create new public/private partnerships.
  • Represents the agency at public hearings, corporate, professional and civic group meetings, legislative and budget hearings, and advisory boards to communicate agency priorities, goals and policies. Responds to community groups, partners and the public.
  • Supports Communications Director as agency liaison responsible for coordinating information flow and communications with DCR/EEA press.
  • Other duties as assigned.


Preferred Qualifications:
  • Ability to intake, synthesize, and successfully communicate complex information to diverse audiences.
  • Communications, written and oral.
  • Project management and delivery.
  • Familiarity and competence with navigating bureaucratic structures and regulations.
  • Familiarity with environmental permitting.
  • Data organization and management skills, including facility with excel and other database tools


Qualifications:
MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
