Description of Organization:This position is located in ASIA/SPO and provides monitoring and evaluation expertise for the USAID efforts within the Asia region. ASIA/SPO serves as the principal point of contact and coordination on all aspects related to the Agency's strategic planning and budgeting for both ASIA and regional Operating Units (OUs). To support these objectives, ASIA/SPO's Monitoring, Evaluation, and Learning (MEL) Team provides technical support to measure progress on strategic objectives, evaluate and improve programs, and to incorporate monitoring, evaluation, and learning best practices into USAID's programming.

Description of Position:The Monitoring and Evaluation Specialist will support ASIA and its Missions by providing technical assistance in all areas related to MEL. The core functions of the position include:
- Serves as an expert on data mining, manipulation, and compilation, independently identifying inconsistencies, trends, and recommendations for efficiencies/accuracy, using tools such as FACTsInfo NextGen, Development Innovation Solutions (DIS), and Excel;
- Supports ASIAand OUsin Asia in Program Cycle performance management providing overall guidance and technical assistance in the development of deliverables including results frameworks; theories of change; performance management plans; MEL plans; indicator development and selection; performance indicator reference sheets; data quality assessments; and results reporting;
- Serves as an expert providing guidance and technical assistance to ASIA and Asia OUs on evaluation design and implementation, including performance evaluations and impact evaluations;
- Independently leads and/or conducts USAID-specific performance management activities including the annual Performance Plan and Report (PPR) and Indo-Pacific Strategy (IPS) reporting for ASIAand oversees the field PPR/IPS processes and reviews;
- Serves as an expert on MEL for regional strategies such as the Joint Regional Strategies and the Indo-Pacific Strategy; and
- Independently drafts and/or reviews progress reports, data, and talking points for senior leadership on performance management.
- Must be a U.S. citizen;
- Must have one year of specialized experience equivalent to the next lower grade level (FSL-03) of this position. Examples of specialized experience include:
- Demonstrated experience scoping and/or conducting performance and impact evaluations that are consistent with evaluation requirements in ADS 201, Program CycleOperational Policy ;
- Experience providing technical guidance on MEL support for foreign assistance activities;
- Work experience on foreign assistance activities in Asiais highly desirable; and
- Demonstrated experience drafting and delivering technical briefings on reporting, data, and activity outcomes; and
- Must be eligible to obtain and maintain a Secret security clearance.
