Program Representatives provide support and oversight of training products funded for development by Electric Boat and delivered to U.S. Navy personnel manning NEWCON VIRGINIA (VA) and COLUMBIA (CLB) class submarines. Training products include classroom and/or computer-based courses that support U.S. Navy personnel with familiarization, operation, maintenance, and qualification of major ship systems.

This position will coordinate with authorized NAVSEA and other DoD agencies, original equipment manufacturers (OEMs) and other subcontracted vendors along with Electric Boat program representatives (PRs), courseware developers (CDs), and subject matter experts (SMEs) to ensure project schedules and fiscal responsibilities are established and met IAW NAVSEA-funded training development contracts.

This position is sponsored by Navy Facility Engineering and Training Technologies and reports directly to the Program Supervisor for D701.

Responsibilities:
  • Communicate with authorized NAVSEA and other U.S. Navy agencies, Electric Boat CDs/SMEs, and contracted OEMs to determine the purpose, objectives, audience, methods, periodicity, technical information, and training facilities/materials required for each funded training product.
  • Facilitate initial instructional design discussions between authorized NAVSEA and other U.S. Navy agencies, Electric Boat CDs/SMEs, and contracted OEMs to support the analysis, design, development, delivery, and implementation of each funded training product.
  • Develop a Plan of Action and Milestones (POA&Ms) for the analysis, design, development, delivery, and implementation of each funded training product.
  • Manage project schedules IAW approved POA&Ms to ensure customer delivery expectations and fiscal obligations are met for each funded training product.
  • Ensure quality review cycles are established and followed during the development and delivery of each funded training product.
  • Forward technical information from Electric Boat SMEs and contracted OEMs to NAVSEA-sponsored agencies as requested to develop Front End Analysis (FEA) for VA/CLB systems.
  • Lead and participate in meetings and committees to address Manpower, Personnel and Training (MPT) issues and plans for future ship design changes.
  • Advise NAVSEA and other U.S. Navy agencies regarding system design change impacts to existing, current, and projected government schoolhouse/fleet training products.
  • Identify additional projected/required training products and provide updates to authorized agencies designated by NAVSEA and other U.S. Navy agencies.
Qualifications

Required:
  • High School Diploma or GED
  • 2+ years in an assigned role responsible for managing the analysis, design, development, delivery, implementation, and fiscal health of U.S. Navy training programs or other skill-based industrial training programs.
  • Thorough understanding of instructional design processes utilized to develop classroom and computer-based training to include: needs analysis, design and development, technical training delivery methodologies and measurement of training impact.
  • Ability to possess a DoD Secret clearance.
Preferred:
  • Bachelors degree in instructional systems design, workforce development, industrial and organizational psychology or equivalent workforce experience in related fields.
  • Project Management Professional (PMP), Program Management Professional (PgMP), or other similar certification.
  • U.S. Navy experience in a technical field (e.g., engineering, mechanical, electrical, propulsion).
