The Silver Spring Urban District (SSUD) provides enhanced services to the Central Business District to ensure that downtown Silver Spring is maintained as a clean, safe and attractive environment to promote a vibrant social and business climate to support long-term economic viability and vitality. SSUD services include ambassadorship, security, streetscape maintenance, walkway repairs, tree maintenance, marketing, promotions, and special events.

The Silver Spring Urban District (SSUD) is seeking an experienced individual to serve as a full-time Program Specialist II (PSII) to direct and coordinate the day-to-day operations of the Silver Spring Urban District.

The primary responsibilities of this position include:
  • Managing daily operations through project planning and administration
  • Directing a team of supervisors and their line staff, including over twenty (20) union represented staff.
  • Completing and maintaining detailed records of all inspections and supporting documents related to any aspect of central business district streetscape maintenance and public assistance.
  • Coordinating successful interventions with other County agencies, as appropriate.
  • Working with members of the business community, County agencies, and community groups to develop and manage programs and services to ensure the district is clean, safe, and welcoming.


The selected applicant will oversee and guide the following program activities:
  • Repair projects - Sidewalks, walk/bike paths, curbs and ramps and light construction
  • Landscaping management- grounds and tree maintenance,
  • Beautification and Safety services - graffiti abatement, street sweeping, lighting repair
  • Promotion - Community and business activities and special events
  • Coordination of program delivery with several county agencies, local businesses and outside organizations

Some of the responsibilities of this position will include:
  • Identifying, developing and coordinating deployment strategies for staff and resources
  • Supervision of SSUD supervisory and direct services staff
  • Oversight of material and supply inventory; including monitoring maintenance schedules, purchasing recommendations and inventory control
  • Completing weekly reports and written project updates
  • Implementation of special projects and seasonal activities

As a manager/supervisor of unionized employees, this position has a responsibility for fostering a positive labor relations environment based on mutual trust, respect, and cooperation

This position requires possession of a valid driver's license and the ability to drive a County vehicle to inspect work sites, monitor and evaluate progress, and to perform work and attend meetings at locations outside the office.

Minimum Qualifications

Experience: At least two (2) years of professional experience working in an urban district or business improvement district environment.

Education: Graduation from an accredited college or university with a Bachelor's Degree.

Equivalency: An equivalent combination of education and experience maybe substituted.

License: Possession and maintenance at all times of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence when required for job related duties.
