Summary
The incumbent serves as an advisor to the Director of the Albuquerque Regional Office (RO) on training needs in the RO. The Training Manager plays a key role in the development and maintenance of a training infrastructure for the Regional Office by enhancing effectiveness and consistency of training initiatives, enhancing the network of training communication, reducing duplication, enhancing economy of scale, and serving as the point of contact for nationwide training initiatives.

Specific duties include:
- Conducts studies to determine immediate and long-range training needs, analyzes information obtained, and submits recommendations to the Director and Regional Office managers.
- Identifies and determines training priorities, conducts surveys, provides training, administers programs and maintains employee records.
- Coordinates and manages the implementation, maintenance, and updates of centrally developed mandatory developmental and technical training programs.
- Responsible for review, analysis, reporting and development of recommendations to the Director to ensure effectiveness of training consistent with nationwide policy.
- Prepares, reviews, and/or monitors training budget(s) for the entire Regional Office.
- Arranges for instruction, prepares reports, and helps facilitate courses for an organization having a well-defined and readily understood mission.
- Serves as Training systems Administrator (Domain Manager) of the Talent Management System (TMS) providing oversight and TMS briefings to leadership at local facility; training supervisors and employees to access training products, building learning plans, and running reports; managing user accounts and coordinating technical support.
- Assists the Human Capital Services in the review and analysis of training programs and courses for a large, diverse and complex organization.
- Develops, updates and implements internal procedures, training plans, course material and methods, and recommends new training sources for the Regional Office.
- Conducts analytical reviews of business line performance to evaluate such performance in relation to Veterans Affairs, Area, and individual station goals, and recommends remedial action.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. These requirements also apply to former Federal employees applying for reinstatement and those applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience:GS-12 Grade Level:

You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
