Summary

A successful candidate in this position will support the Los Alamos Field Office (NA-LA), Business and Contract Management, serve as an NA-LA advisor and tribal liaison for interactions with Native American and Tribal Governments to consult and work on matters that may affect their communities.

Duties

As a Program Specialist (Tribal Relations), you will:

  • Monitor state, local and tribal trends and legislative developments which could impact NA-LA/NNSA activities. Analyzes new and proposed legislation or regulations to determine the impact on program operations and management.
  • Strengthen relations with Tribal Governments by promoting and arranging interaction through written communication, personal interaction, formal and informal meetings, participation in tribal forums, seminars, and meetings with regards to environmental safety and health and other tribal interests.
  • Coordinate and monitor implementation of Pueblo Agreements, memorandum of understanding and other formal agreements to ensure established objectives are met.
  • Facilitate implementation technical/professional program efforts in response to tribal requests through consultation, outreach, technical assistance, education, and advisory services.
  • Gather information on agenda issues to analyze public reaction for response or published explanations/facts, or to assist in the development and delivery of information pertaining to current issues, concerns, etc.
  • Prepare reports/responses for management's notification, review or input.
  • Provide and obtain information from State and Federal offices.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal Service i.e., NQ-02, or GS-12. Specialized Experience is defined as: Experience in 4 of the following 5 areas:

  1. Experience working with or for a Tribal, state, or local government. Maintaining working relationships between Tribal, state, or local government entities, and various other Federal, state, county, and nongovernment organizations, including an awareness of tribal cultural and environmental justice issues and initiatives.
  2. Experience representing governmental agency in routine interactions with Tribal, state, and local governmental officials.
  3. Experience monitoring Tribal, state, or local government events, and legislative activities.
  4. Understanding of the consultation requirements with Federally recognized Tribes.
  5. Experience in Program Management in implementing an effective/efficient Tribal/intergovernmental program.


Examples of qualifying experience include but are not limited to:

  1. Serving as a liaison between Tribal, state, or local government on tribal relations or intergovernmental activities.
  2. Serving as a representative to a governmental agency in routine interactions with Tribal, state, and local governmental officials.
  3. Engaged in consultation with Federally recognized Tribes.
  4. Serving as a Program Manager, implementing an effective/efficient Tribal/intergovernmental program.
