Purpose of the Job

The purpose of this position is to coordinate projects, both renovation and new construction from the initiation stage through planning, design, and construction with all involved agencies; assists Facilities Management Construction Project Manager in monitoring project scope, timeline, budget, and quality expectations, project request submissions; schedules and organizes meetings, communicates project status by preparing standard status reports, and by paticipating in project status update meetings, maintains project records and administration of project management system. This position requires both in office and field work at project sites.

This position does not supervise other employees.

ESSENTIAL DUTIES AND RESPONSIBILITIES

TIME SPENT

  • Assists the Facilities Management Construction Project Manager in the coordinating, monitoring, and evaluating of the planning and execution of all activities for assigned projects; schedules and participates in project planning meetings (e.g., utility construction pre-construction and safety meetings) and site visits to review project status; provides status reports on overall project progress (e.g., project scope, budget, and timeline) to stakeholders; makes recommendations to appropriate individuals regarding improvements, changes in procedures, or other actions; maintains all project documentation (e.g., meeting agendas/minutes, quotes, designs, status reports, etc.); administers and maintains project management software system.

  • Monitors contractor performance: maintains awareness of project safety issues/potential violations in accordance with applicable Federal and State safety regulations and construction standards. Prepares written evaluations of contractor performance.

  • Coordinates the design process to ensure the design meets the intended goals of the project; develops and maintains punch lists; conducts final inspections and assists in project closure. Develops project close-out reports.

  • Performs general administrative duties for project management team as needed. Develops and distributes meeting agenda and minutes for all project meetings. Coordinates and prepares monthly project progress reports (e.g., projected cost reports, schedules and status reports.

  • Performs other duties as assigned.


BUDGET RESPONSIBILITIES

This position reviews, edits, and provides recommendations on Project and Team budgets.

PROJECT RESPONSIBILITIES

Provides project resource allocation based on pre-approved resources on organizational projects and quality assurance projects.

ORAL COMMUNICATION DUTIES

This position trains colleagues, explains County procedures or processes, explains safety policies, participates in meetings, negotiates or persuades and gives presentations.

WRITTEN COMMUNICATION DUTIES

This position creates or edits documents, internal memos, emails and reports.

Interacts extensively with employees, customers, the general public, vendors, regulatory bodies, and other groups and/or individuals and Institutions over the telephone, by email, and/or in person.

Minimum Education/Directly Related Experience Required

MINIMUM EDUCATION REQUIRED

Associates Degree in Project Management, Business Management or closely related field; or equivalent combination of education, training and experience.

MINIMUM YEARS OF DIRECTLY RELATED EXPERIENCE REQUIRED

Four (4) years directly related experience; or equivalent combination of education, training and experience.

PROFESSIONAL CREDENTIALS REQUIRED

Must possess and maintain a valid Driver's License.

Principles and practices of project management; regulations pertaining to the construction and maintenance of public buildings; Federal and State safety regulations and standards applicable to maintenance and construction of buildings; safety precautions and practices relevant to the operation of maintenance/construction tools and equipment; site safety and project management software.

PHYSICAL DEMANDS

  • Regularly sits to complete reports, operate a computer and attend to other duties.
  • Occasionally lifts up to 75 lbs of work related materials, equipment and tools.

  • Regularly requires dexterity for keyboard operations; routinely requires dexterity for special gadgets.
  • Incumbents in this position may be required to routinely walk to and from work sites, bend, stoop, crawl and occasionally kneel and twist.


WORK ENVIRONMENT

Incumbents in this position perform work in a standard office environment as well as on location at construction work sites; exposure to variable and/or extreme weather conditions and general construction hazards; standing, walking, driving, and lifting up to 75 pounds is involved.

SAFETY RISK EXPOSURE

Incumbents in this position are exposed to mechanical hazards, chemical hazards, electrical hazards, extreme temperature, extreme weather conditions, wetness and humidity.

PROTECTIVE GEAR & SAFETY MANUALS

Incumbents in this position are required to constantly follow written safety procedures and manuals relevant to the division or department. This position may require the use of personal protective equipment, such as hearing protection device, hard hat, reflective safety vest and safety goggles.

Potential errors can cause inconveniences to other employees, and/or delays in related work areas. Delays in services are possible.
