This position was previously posted and is being reposted for additional applications. This position is located at Waters Edge in Roseville. The incumbent may have the flexibility to work in the office or a hybrid schedule. The incumbent will be required to report onsite at least once/month but may be required to work onsite more depending on business needs. If working a hybrid schedule, the incumbent will be required to make a telework arrangement with their supervisor.

This position exists to provide project management responsibilities for projects or tasks ranging from Moderate Projects to Major Projects for the Metropolitan District. The responsibilities of this position include the management of the quality of the products produced, organization of a project management team and providing leadership for the team to ensure the completion of the products or tasks, managing the communications specific to the project or task; including both internal communications and external communications, managing the risk associated with each project and coordination with the project team to minimize risk and/or manage the risk, management of the scope of the project and the process to change the scope, manage the process to resolve disputes, and manage the financial aspects of the projects or tasks. This position will be responsible for multiple projects at one time.

A summary of principal responsibilities and tasks is as follows:
  • To provide leadership in the development of project scope for the projects assigned. This includes and is not limited to development of the Project Team, Development and management of the project schedule, development and management of the project(s) budget, development and management of the project(s) financial plan, the development and management of the Risk Management Plan, and management of the change management process.
  • To develop and manage all communications associated with the project development process for each project assigned. This person will serve as the official spokesperson on behalf of the Metropolitan District and MnDOT. The responsibility will be to develop and maintain effective communications and working relationships with MnDOT staff, elected officials, local units of government, special interest groups, and the general public.
  • To lead the project development process to ensure that the products developed will go through a quality management process. This would include the management of resolving disputes throughout the project development process.
  • Exercise supervisory authority so that applicable labor agreements and plans are equitably administered and employees under my jurisdiction will effectively perform assigned job duties to achieve the annual objectives of the section.


Qualifications

Minimum Qualifications

Three (3) years of post-registration engineering experience (Engineer Senior level or equivalent) that demonstrates a thorough knowledge of principles and practices of Pre-design, Final Design, Planning, Traffic, State Aid and Construction. A Project Management Professional (PMP) certification can substitute for 6 months of the required Engineer Senior experience.
  • Licensure as a professional civil engineer with the Minnesota Board of Architecture, Engineering, Land Surveying, Landscape Architecture, Geoscience and Interior Design (AELSLAGID) or ability to obtain licensure through Comity (Reciprocity). (If obtaining licensure through Comity, a temporary permit from AELSLAGID must be provided to MnDOT HR prior to starting employment.)
  • Experience in project management sufficient to prioritize and schedule multiple projects to meet letting schedules and to manage budgets and staff.
  • Knowledge of MnDOT standards and federal, state and local laws, regulations, policies and codes as they relate to multimodal transportation system planning, design, construction, maintenance and operation.
  • A valid Class D Driver's License with no major traffic convictions in the past 5 years; OR 4 or more minor violations in the last 3 years; OR any combination of minor violations and at-fault accidents totaling 4 or more occurrences.


If advanced to the finalist pool, in addition to the preceding qualifications you will also be assessed on the following criteria during a job interview:

  • Human Relations skills that demonstrate the ability to work cooperatively and effectively with the public, businesses, elected officials and other governmental organizations.
  • Demonstrated ability to effectively communicate clearly and concisely both verbally and in writing sufficient to give direction, facilitate meetings, make public presentations, answer project specific and policy questions, and to write letters and other documentation.
