Position will be responsible for supporting collaboration across CPS and DFSS in implementing the city-wide vision for early childhood and roll-out of universal full-day preschool for four-year-olds. This position will ensure that operational structures across DFSS and CPS are aligned in a manner that supports participation of community-based early childhood programs in the mayor's key initiatives. This position will work with the Mayor's Office, aligning closely with Department of Family and Support Services (DFSS) and Chicago Public Schools (CPS) subject matter experts, and partner with the vendors, as necessary, to achieve the mayor's overall vision for early childhood programming.

Number of Positions: 1 (Additional vacancies possible pending budget approval)

ESSENTIAL DUTIES

• Staff the workgroups with appropriate subject matter experts to ensure that policy decisions are being made in a timely fashion on order to inform the technology requirements of the application.

• Coordinate working groups across city departments (i.e., DFSS, DolT and Mayor's Office) and CPS, as necessary, to ensure that we are fully integrating the new parent application into appropriate existing structures within each system.

• Support the implementation of a community engagement process that ensures the City of Chicago has feedback and buy-in of appropriate community members and delegate agencies, as necessary .

• Lead strategic planning on family outreach and support structures that ensure the city has appropriate mechanisms to recruit and support families through the enrollment process for universal full-day preschool.

• Assess and evaluate potential risks involved with new application process and problem-solve solutions that support timely and successful implementation of initiatives.

• Coordinate with the existing outreach partners (i.e . Action for Children hotline, COFI parent outreach, Innovation Zones) to ensure that they have the resources they need to support implementation of new initiatives.

• Manage multiple vendors and project deliverables to ensure the scope, timeline and budget is met for new initiatives.

• Evaluate the existing business processes between DFSS and CPS and recommend strategies to streamline areas of duplication or inefficiency, where possible.

• Assist with system training to DFSS and CPS staff and delegate agencies.

• Apprise the Commissioner, Mayor's office and other key stakeholders on status of key projects, as necessary.

• Makes recommendations that show how existing data can be integrated and made available to facilitate project evaluation.

• Reviews, analyses and evaluates the effectiveness of projects using data and data sources to ensure Chicago Early Learning goals are met, and in compliance with established program standards.

• Other duties, as needed.

Qualifications

MINIMUM QUALIFICATIONS

Graduation from an accredited college or university with a master's degree in business or public administration or a field of study directly related to the responsibilities of the position, plus five years of work experience using enrollment systems and policies regarding early education programming.

SELECTION REQUIREMENTS

This position requires applicants to complete an interview. The candidate that possesses the qualifications best suited to fulfill the responsibilities of the position, based on the interview process, will be selected.

• Ability to meet tight deadlines .

• Strong organization and time management skills .

• Excellent oral and written communication skills.

• Intermediate to advanced computer skill s , internet and email.
