Summary

As a Project Manager, you will be responsible for providing Project Management expertise and leadership necessary to initiate many building and/or leasing projects, some may be complex or prospectus level.

Location of Position: Public Building Service, Capital Division. The duty station will be an R3 building decided upon selection.

Duties

This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee's home) within the specified geographic area. If you are selected for this position you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to telework one or more days a pay period depending upon the terms of the agency's telework policy.

As a Project Manager you will be:

  • Overseeing the project management of many building and/ or leasing projects, some may be complex or prospectus level, from project identification, through initiation, planning, execution, and close out stages.
  • Identifying, managing, integrating, and/or adapting resources to achieve project goals while effectively managing scope, schedule and budget for assigned projects.
  • Leading and facilitating the efforts and expertise over a wide range of disciplines. Disciplines include, but are not limited to building management, realty, engineering and architecture, construction, contracting, leasing, budget and finance, physical security, quality assurance, and business and government management.
  • Ensuring that projects delivered meet agreed upon customer requirements.
  • Managing all aspects of the project's finances with the client including preparation, negotiation, presentation, approval, and communication of pricing, occupancy agreements, reimbursable work authorizations, and project budget.
  • Applying the latest trends and state-of-the art technologies in facility design, construction, alterations, space management, contracting, negotiations, and knowledge management.
  • Assessing and determining client facility needs, and identifying the key technical and resource personnel required for the various aspects of assigned projects.
  • Negotiating and coordinating project plans, budget objectives, and schedules with management of affected customer agencies to establish and/or manage customer expectations.
  • Maintaining continuous contact with key stakeholders including Federal, State and local officials in regard to project issues and status.

The GS-13 salary range starts at $103,409.00 per year.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is utilizing project management practices and tools to simultaneously manage multiple complex and high risk construction and/or repair and alteration projects in a real estate environment. This experience must include:

  • Managing complex projects (balancing scope/quality, schedule, budget and risk) requiring the services of multiple disciplines (i.e., construction, design, IT, telecommunications, interior furnishings, etc.) from project initiation phase through financial closeout;
  • Interpreting multi-level customer needs and developing them into actionable requirements;
  • Developing, managing, and balancing project plans, budgets, and schedules, including assessing risk and developing appropriate mitigation strategies;
  • Managing multiple stakeholders by developing relationship strategies;
  • Applying procurement knowledge and experience to manage contracts supporting assigned projects; and
  • Negotiating sound real estate business transactions.
