Leidos has an exciting opportunity for a Project Manager with data science and system engineering experience supporting the National Media Exploitation Center (NMEC) under our 10-year DOMEX Technology Platform (DTP) contract.

As the Project Manager, you will support a team that is delivering cutting edge data science capabilities to advance national security objectives, swiftly produce and analyze results, disseminate findings, and contribute to publications and presentations with actionable intelligence insights. As a demonstrated leader, skilled at achieving cross functional collaboration in a dynamic and fast paced environment, you will work closely with a tight-knit team of data scientists, as well as a larger team of software developers, network engineers, senior investigators, program managers, researchers, and data analysts. You also will interact directly with customers (e.g., end-users, system owners, stakeholders, etc.) and support a variety of management activities and practices.
While most work is conducted on-site at our client location in Bethesda, MD, we offer a flexible schedule and, occasionally, some tasks may be performed remotely. Percentage of remote work will vary based on client requirements/deliverables.

As an integral member of the team, you will work closely with DTP Program Management, Task Order Leads, and senior DTP data scientists on the following key tasks:
  • Provide management oversight and coordination of a team of data scientists.
  • Work with senior data scientists to identify, collect, and manage customer technical and analytic requirements.
  • Serve as POC for stakeholder requests and other communications.
  • Manage project priorities, deliverables, and deadlines.
  • Monitor team progress and develop status reports for the customer.
  • Attend customer meetings to provide status and communicate risks/roadblocks
  • Create and maintain core program documentation and update cost estimates.
  • Work with DTP colleagues to manage contract issues and support compliance with security constraints.
  • Facilitate meetings to help move the team forward on tasking and help remove blockers.
  • Foster an environment of collaboration with the different team members in the goal of providing quality service and product to our customer.
  • Provide support to Program Management Office (PMO) as needed, including:
    • Creating customer and internal Leidos presentations including program roadmap, program review, staffing plan, etc.
    • Updating and maintaining program risk register
    • Helping to facilitate and participate in Program Increment (PI) Planning
    • Supporting task order lead and IDIQ PMO with any PM related activities
    • Supporting Project Financial Analyst on cost forecasting, estimates to complete, and estimates at completion

To be successful in this role you need these skills (required):
  • BS in Business, Engineering, Computer Science, Mathematics, Economics, Statistics, Engineering, Physics, Computational Social Science, Systems Engineering, or related field or equivalent experience with 12+ years in data science, software development, system engineering or related field
  • Must have an active Top Secret security clearance with the ability to obtain and maintain a TS/SCI with Polygraph
  • Minimum 5 years of experience leading technical IC teams and missions
  • Experience with SAFe agile practices
  • Experience with people management
  • Experience with project schedule and cost management
  • Experience with customer interaction and gathering requirements and customer priorities
  • Excellent written and verbal communication skills, with strong attention to detail
  • Self-motivated, creative, organized, and able to accomplish tasks under limited supervision
  • Ability to work in a dynamic, fast paced environment
  • Key technical skills include a high proficiency in Microsoft Office products and Sharepoint

You will wow us even more if you have some of these skills:
  • Russian AOR experience
  • PMP certification
  • Scaled Agile Framework certification (SAFe Agilist or other)
  • Website and platform deployment experience
  • Software development/coding experience with programming languages such as R or Python
  • Experience dealing with at least two of the following data classes: open source, publicly available information (PAI); forensic media (i.e. DOMEX); measurement and signatures intelligence (MASINT); or cybersecurity and cyber forensics
  • Experience with Knowledge Graphs and KG tech such as neo4
  • Experience with predictive algorithms
  • Familiarity with social network analysis, supply chain analysis, forensic accounting, pattern of life, natural language processing, social media analysis, classification algorithms, and/or image processing
  • Experience blending analytical methodologies and leveraging existing COTS/GOTS/OS tools in an unconventional manner
  • Familiarity utilizing virtualization and distributed field systems, such as Hadoop (or similar distributed file systems) in development and deployment environments
  • Familiarity using git, svn, JIRA, or other version control technologies
  • Experience with Amazon Web Services (AWS/C2S)
  • Familiarity with hardware platforms, e.g., CPUs, GPUs, FPGAs, etc.

Pay Range: Pay Range $108,550.00 - $196,225.00
