Introduction

The Department of Health Services (DHS) , Division of Medicaid Services (DMS) , is recruiting for a Project Manager in the Bureau of Eligibility & Enrollment Policy (BEEP).

This position has the ability to work remotely up to 5 days per week but may be required to report to an office location on occasion to complete certain tasks. This position can be headquartered at one of our central or regional offices .

Position Summary

As the Project Manager, you will be responsible for the project management and implementation of eligibility related systems projects in the Project Support section. This position supports policy development, implementation, and outreach through the project process for health care and FoodShare eligibility and related programs. This includes:
  • supporting agency priorities related to engagement and outreach, enrollment policy and process development, and member-facing policy related to the public benefits system.
  • coordinating and managing project development and implementation.
  • ensuring project deliverables are met and utilizing the required templates and standards in a timely and efficient manner.
  • coordinating with portfolio managers and serving as a liaison to ensure that agreed upon standards and requirements are communicated and consistently adhered to by program and functional areas.
  • identifying, documenting, and sharing project management best practices with sections and across bureaus
  • communicating issues and concerns with project and portfolio managers and DMS leadership.
  • acting as the coordinator for documenting and monitoring system related issues identified and researched.
  • coordinating the communication to support any/all publications impacting policy or systems.

Salary Information

The starting salary is between $41.50 and 44.50 per hour (approximately between $86,300 and $92,500 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required.

Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is classified as an IS Business Automation Specialist and is in pay schedule and range 07/33.

Job Details

All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.

For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.

Employees must have access to both a private workspace and secure high-speed internet for remote work option. Mileage reimbursement to the employee's headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.

DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.

Qualifications

Minimally qualified applicants will have all of the following:
  • Experience using project management principles, methods, and tools to develop, schedule, coordinate, and manage projects and resources (e.g., work breakdown structures, earned value, critical path analysis, etc.).
  • Experience with project documents, the project process, and project management principles throughout a project life cycle (e.g., establishing project structures, defining goals and objectives, identifying sponsors, forming roles and responsibilities with the correct capabilities, etc.).
  • Experience planning project timelines, milestones, and task schedules.
  • Experience using methods and tools used for risk identification, risk management, and risk mitigation.
Well qualified applicants will also have one or more of the following:
  • Experience managing multi-faceted projects, performing all phases of the project life cycle and project management methodology.
  • Experience managing multiple and high-risk projects simultaneously, overseeing all project phases coordinating throughout with project partners, vendors and all other relevant areas.
  • Experience developing timetables and plans for the implementation of a project.
  • Experience transitioning a project into the software development lifecycle (SDLC) milestones and supporting internal and external partners that will be developing the systems changes.
