Introduction

The Department of Health Services (DHS) , Division of Medicaid Services (DMS) , is recruiting for a Project Manager in the Bureau of Programs & Policy (BPP).

This position has the ability to work remotely up to 5 days per week but may be required to report to an office location on occasion to complete certain tasks. This position can be headquartered at one of our central or regional offices .

Position Summary

As the Project Manager, you will provide project management coordination on cross-bureau initiatives impacting Family Care, Family Care Partnership, IRIS (Include, Respect, I Self-Direct), Program of All-Inclusive Care for the Elderly (PACE), BadgerCare Plus Health Maintenance Organization (HMO), and Supplemental Security Income (SSI) Medicaid HMO. This position provides project management support for procurement activities and cross-bureau projects. In addition, this position administers the ombudsman contract, which provides external advocacy services to program members and participants.

Superior interpersonal skills and effective communication of complex subject matter is critical. The work includes significant contact and interaction with other management and staff across the Division of Medicaid Services. There will also be consistent contact with executive-level staff at contracted agencies, tribes, county and provider agencies, and federal authorities, in order to share information, gather input and coordinate program operations.

Salary Information

The starting salary is between $41.50 and $44.50 per hour (approximately between $86,300 and $92,500 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required.

Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is classified as an IS Business Automation Specialist and is in pay schedule and range 07/33.

Job Details

All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.

For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.

Employees must have access to both a private workspace and secure high-speed internet for remote work option. Mileage reimbursement to the employee's headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.

DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.

Qualifications

Minimally qualified applicants will have all of the following:
  • Experience providing project management support for cross-program projects (e.g., establishing project structures, defining goals and objectives, identifying sponsors, forming roles and responsibilities with the correct capabilities, creating project documentation like project charters and project timelines, tracking project schedules, tasks, and milestones, coordinating internal and external partners, etc.).
  • Experience with contract administration, including preparing contract language, monitoring compliance, and working directly with external service providers.
  • Experience with procurement, including developing requests for proposal.
Well qualified applicants will also have one or more of the following:
  • Experience interpreting and applying the State of Wisconsin procurement policies and processes.
  • Experience coordinating, publicizing, and hosting public meetings to gather public input and feedback.
  • Experience working with Wisconsin's managed care Medicaid programs or long-term care Medicaid programs.
