Nine years of experience as a radio systems engineer involving the development, deployment, operation, and maintenance of wireless land mobile radio or other wireless communication systems, of which two years must have included supervisory experience.
Substitutions:
A degree in electrical engineering, electronics engineering, applied engineering, physics, or related field may substitute as follows:
• An associate degree may substitute for two years' experience,
• A bachelor's degree may substitute for four years' experience,
• A master's degree may substitute for five years' experience.
Duties Description
Under the direction of the Assistant Director for the Office of Interoperable and Emergency Communications (OIEC) the incumbent is responsible for OIEC engineering, program and technical support functions for the Office. The incumbent manages the 911 Unit, plans, organizes and directs activities related to public safety communications relative to OIEC authority, supervises Radio Engineers and other program staff; collaborates with staff from other Division of Homeland Security and Emergency (DHSES) offices, external agencies and outside entities (local governments, federal agencies, and consultants). Typical tasks and activities include, but are not limited to the following:
• Manges all aspects and staff of the 911 program unit, planning, prioritizing and directing tasks and related activities. Performs all administrative supervisory duties as required.
• Analyzes, or assigns tasks for analysis of 911 systems functionality, performance and analyzes system/network performance reports. Prepares recommendations to take corrective actions and/or make modifications to hardware and software, operations, policies and procedures to improve the efficiency and effectiveness of the systems.
• Facilitates the migration of public safety answering points (PSAP's) to a NG911 capability.
• Establishes Statewide priorities and action steps with a focus on sustaining current 911 systems and implementing NG911- systems.
• Articulates plans for a sustainable, Statewide NG911 solution among all stakeholder agencies facilitating stakeholder engagement with planning, coordination and implementation efforts related to the priorities and plans for NG911.
• Develops plans for Statewide NG911 solution to develop interconnectivity of 911 systems and implement NG911 in cooperation with country 911 systems.
• Resolves and repairs, or assigns tasks, for hardware and software architectural and infrastructure problems and directs routine maintenance to ensue and maintain optimal network operations and service.
• Develops and recommends technical standards for the procurement, operation and maintenance of the emergency communications systems, networks and other communications assets, including those of DHSES and other state agencies and/or intergovernmental organizations.
• Prepares or assigns tasks for official correspondence, reports, briefings, schedules and reports as appropriate and necessary for the efficiency and effectiveness of the functions and technical operations of OIEC.
• Coordinates, facilitates and participates in and attends meetings and conferences to discuss public safety communications hardware and software specifications, applications and services.
• Makes recommendations regarding product acquisitions and system design changes beneficial to OIEC/DHSES operations and other State and local stakeholders.
• Ensures staff maintains a thorough knowledge of the state of the art in PSAP technology and manufactured product offerings in land mobile radio, emergency services dispatching, voice and data telecommunications and other emerging technologies with applications for the public safety field.
• Leads and/or develops program and technical requirements to be used with annual RFA offerings associated with State overseen communication grant programs to facilitate the development, consolidation or operation of 911 systems.
• Leads, supervises, or coordinates the provision of emergency/disaster response communications as requested by OEM, including technical support, operation and analysis of 911 systems during daily operations, planned events and disaster response to unplanned events.
• Oversees the collective operations, maintenance and upgrade of equipment, technology, and practices to the State's 911 ecosystem.
• Performs other duties as required.
Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
