The Recruitment Strategy Analyst centers on developing and implementing recruitment strategies to attract qualified candidates and support the achievement of organizational objectives. The incumbent will leverage their understanding of minimum qualifications to refine recruitment strategies, ensuring outreach efforts effectively target and engage with suitable candidates. Additionally, the role involves responding to inquiries from potential candidates, providing accurate information regarding recruitment processes and qualification requirements to facilitate informed decision-making.

ELIGIBILITY INFORMATION: If new to California State service or you do not have transfer eligibility, you will need to have taken and passed the examination for this classification in order to be hired for this position. The Associate Governmental Program Analyst (AGPA) certification list is being utilized to recruit for this position. Applicants with AGPA certification list eligibility MUST also meet the minimum qualifications for the Associate Personnel Analyst (APA) classification in order to be eligible for appointment as an APA. Working Conditions

At FI$Cal , we offer a remote-centered position with the flexibility of telework for three or more days per week. In-office attendance is mandatory on designated days. Our office is located at 2000 Evergreen Street, Sacramento, CA. Candidates residing outside of California are welcome to interview, but proof of California residency is required before appointment. Please note, relocation and commute expenses are the responsibility of the employee.

This position requires the ability to work under pressure to meet deadlines and may require excess hours to be worked. The incumbent should be available to travel as needed and is expected to perform functions and duties under the guidance of the Department of FISCal's core values. The incumbent provides back-up, as necessary, to ensure continuity of departmental activities.

This position requires prolonged sitting in an office-setting environment with the use of a telephone and personal computer. This position requires daily use of a copier, telephone, computer and general office equipment, as needed. This position may require the use of a hand-cart to transport documents and/or equipment over 20 pounds (i.e., laptop, computer, projector, reference manuals, solicitation documents, etc.). The incumbent must demonstrate a commitment to maintain a working environment free from discrimination and sexual harassment. The incumbent must maintain regular, consistent, predictable attendance, maintain good working habits and adhere to all policies and procedures.

Candidates who reside outside of the State of California may be admitted to the job interview, but they must show proof of residence in California prior to being eligible for appointment.

Department Information
The Financial Information System for California (FI$Cal) is of significant scope, complexity, and sensitivity and has been identified as one of the largest financial business transformations the State has ever undertaken as it has changed the way all state departments conduct financial operations. The FI$Cal Enterprise Resource Planning (ERP) System enables the state to combine its accounting, budgeting, cash management, and procurement and contracting operation into a single, integrated financial management system. The FI$Cal ERP System eliminates the need for hundreds of independent legacy systems and department-specific applications that previously supported internal business operations of the state.

Assembly Bill 156 (Stats. 2022, Ch. 569, Sec. 18 and 24 ) recognized the completion of the FI$Cal project and codified a "road map" of future work the Department of FISCal must achieve before 2032.
