Cal OES is recruiting for the Assistant Chief for the Region IV Operations unit of the Law Enforcement Branch. Residence in the counties listed below is desired for this position.

Counties for Region IV Operations include Alpine, Amador, Calaveras, El Dorado, Nevada, Placer, Sacramento, San Joaquin, Stanislaus, and Tuolumne, and Yolo.

Cal OES is recruiting in multiple counties for one position. Applicants only need to submit one application package to be considered for the position. We have advertised in the counties of Sacramento (JC #439508), San Joaquin (JC# 439663) and El Dorado (JC# 439674).

About the job: Under direction of the Deputy Chief of law enforcement, the Assistant Chief serves as a coordinator or liaison for Statewide Law Enforcement Mutual-Aid, Search and Rescue Coordination, Coroner's/Mass Fatality Mutual-Aid, Homeland Security, and State Threat Assessment Center (STAC) liaison duties. This position is a sworn peace officer position and responds as directed to all-hazard emergency incidents or sites as directed. Sworn officers of Cal OES/LEB are authorized to exercise the full range of peace officer powers pursuant to Penal Code Section 830.3(n). Accordingly, Cal OES/LEB peace officers may exercise their peace officer authorities:

(a) When performing their "primary duty," which generally consists of the following:
i. Mutual aid coordination and planning, in the law enforcement, homeland security, search and rescue, coroner, and other contexts;
ii. Coordination and participation in emergency exercises and training events;
iii. Liaison and coordination with federal, state, local law enforcement, private sector entities, and non-governmental organizations;
iv. Information collection and sharing;
v. Providing advice to federal, state, and local agencies on best practices, and on the state's
role and responsibilities in emergency and mutual aid response;

(b) When making an arrest for an offense where there is immediate danger to person or property or responding to the escape of the perpetrator who committed that offense; and

(c) Performing any other activity within the scope of Penal Code Section 830.3(n).

Cal OES/LEB peace officers may exercise these authorities throughout the State of California. Officers must at all times exercise sound discretion in the enforcement of the law. Cal OES does not tolerate the abuse of law enforcement authority.

The Assistant Chief is expected to work with a high level of independence, exercise initiative and make decisions during complex emergencies to help protect lives and property, build emergency management and homeland security capabilities, and support communities throughout California.

Under direction, to implement and coordinate the State's Law Enforcement Mutual Aid Plan in case of a natural or war-caused disaster, civil disturbance, mass casualty event, or homeland security incident; to consult with and advise local law enforcement organizations in the implementation of the State's Law Enforcement Mutual Aid Plan; to assist in the coordination of emergency law enforcement activities during the time of a natural or war-caused disaster or civil disturbance, planning and training guidance for law enforcement and homeland security programs; and to do other related work as directed.

The Assistant Chief - Law Enforcement Coordinator may be assigned to a geographic region in California, a specific program designated and approved by the CAL-OES Law Enforcement Branch, an administrative assignment at headquarters, an inter-agency assignment, or any other duties as assigned by the Law Enforcement Branch Chief or Deputy Chief.

The Assistant Chief will liaison with local, state, federal and tribal partners and provide a unity of effort in implementing, coordinating, analyzing, gathering, sharing and reporting during an assigned event, emergency, disaster, threat or any other assignments or duties as assigned and deemed appropriate by the Director, designee and/or Chief of the Law Enforcement Branch.

The Law Enforcement Branch coordinates statewide response for law enforcement mutual aid requests to include 58 California Sheriffs along with Police Departments, University Police, as well as other federal, state and local law enforcement agencies. The Law Enforcement Branch deploys assets to disaster scenes, provides law enforcement mutual aid guidance, Search and Rescue resource deployments, and Coroners and Mass Fatality coordination.

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

Special Requirements: Existing law provides that, prior to appointment to a position with full peace officer powers in California, an individual must have:
  • Within the last three years, served as a peace officer in California; or
  • Been certified or recertified in the POST basic course within the last three years; or
  • Successfully completed, through reexamination, the POST basic course waiver process within the last three years. and
  • Age Requirement: Be at least 18 years of age. and Citizenship Requirement: Pursuant to Government Code Section 1031 (a), in order to be a peace officer, a person must be either a U.S. Citizen or be a permanent resident alien who is eligible for and has applied for U.S. Citizenship. Any permanent resident alien who is employed as a peace officer shall be disqualified from holding that position if his/her application for citizenship is denied. and

    Driver's License: Applicants must possess a valid Class 3 driver's license prior to appointment. Applicants who do not possess the license will be admitted to the examination but must secure the license prior to appointment. and Felony Disqualification: Existing law provides that persons convicted of a felony are disqualified from employment as a peace officer. Such persons are not eligible to compete for, or be appointed to, positions in this class. and Psychological Screening: Existing law provides that physical and psychological suitability examinations be completed on or prior to appointment date. Persons who are not successful in these examinations cannot be appointed as a peace officer.

    Experience: Three years of full-time paid police experience in a public agency, one year of which shall have been in a supervisory capacity in a rank not lower than sergeant in a police organization with responsibility of supervising at least ten officers and which has included emergency law enforcement planning. and Education: Equivalent to completion of an Associate in Arts or Science Degree from a community college, or equivalent degree approved by the California Superintendent of Public Instruction under the provisions of California Education Code Section 94310(b) and possession of the California Peace Officers Standards and Training basic certificate.
