The duties and responsibilities assigned to these positions are the full scope of the duties defined under the RRT, GS-12, which is above the full performance level assignment by section in conjunction with the duties defined below for the specialty. Individuals assigned to these positions will use the designated title as shown below.

****Location of this position: James A Haley Veterans' Hospital locations, surrounding community-based outpatient clinics (Lakeland CBOC).

Duties: The incumbent provides skilled and professional, technical, clinical, and administrative supervision and leadership to all personnel who work at the Lakeland respiratory outpatient clinics regarding all service areas; PFT's Home Sleep, Home Oxygen, Home Sleep studies, responding to congressional and patient advocate inquiries.

The incumbent provides skilled and professional technical, clinical, and administrative supervision and leadership to all personnel regarding all service areas they perform. The incumbent oversees, coordinates, and integrates the Respiratory Outpatient team and assures the availability of competent trained and oriented staff in the absence of the incumbent in those service areas. Compressed schedule, maybe available based on the needs of the service, alternating weekends, holidays, maybe also be required.

The incumbent:

- Supervises oversees establishment of work schedules in conjunction with the Section Chief, Respiratory Outpatient Services

- Assures reusable medical equipment is properly cleaned and disinfected

- Creates organization of work and makes changes in the organization of work within allowable costs and established policies.

- Develops plans and schedules for guidance of subordinates for the accomplishment of work to meet program goals.

- Analyzes work requirements and determining staff and resources needed to accomplish work.

- Interacts with the Facility Safety Officer and the Emergency Manager to obtain appropriate resources for acquiring safety and emergency preparedness equipment and supplies at the Lakeland CBOC.

- Reviews and analyzes records and reports of work production, costs, and equipment and staff resources used to evaluate progress and control or reduce costs. Outpatient clinics for resolution of problems in achieving goals and objective to higher levels of management.

- Assures timely ordering, delivery and stocking of equipment and supplies for the Lakeland respiratory outpatient clinics (CBOC)

- Plans provides and participates in training of the Lakeland respiratory outpatient clinics staff.

- Develop and update policy & procedure and monitors quality assurance and quality improvement programs.

- Ensures confidentiality of electronic, verbal, or printed patient/employee information as outlined in the Privacy Act of 1974, the Health Insurance Portability and Privacy Act (HIPPA) regulations.

- Provides direct clinical care as needed to meet patient care needs or assist staff.

- Assigns and explains new work requirements. Resolves technical work problems not covered by precedents or established policies for non-routine or complex procedures. Studies continuing problems on the quality and quantity of work and operating effectiveness and takes or recommends needed actions.

- Identifies non-routine and complex assignments.

- Reviews and revises policies and procedures for routine, non-routine, or exceptionally complex procedures, keeping departmental practice current.

- Responsible for ordering updated equipment and supplies for the outpatient program to meet the growing needs and advances in technology or performance (ROES)

- Prepares and submits monthly report to the Section Chief, Respiratory Outpatient Services.

- In addition to the authority to establish internal guidelines and approve, modify, or reject personnel actions of subordinate employees.

- Hears individuals or group grievances and employee complaints

- Investigates personnel performance or behavior complaints and recommends disciplinary actions involving staff.

- Prepares formal evaluations of the ePerformance of employees.

- Works with Union Stewards and others on personnel matters.

- Has substantial responsibility for planning and implementing educational program for in-service.

- Is responsible for auditing Lakelands respiratory outpatient equipment/services and initiating or recommending changes where indicated.

- Reports progress and resolution of problems and achievement of goals to Section Chief, Respiratory Outpatient Services.

- Ability to supervise employees.

- Ability to assist in establishing a completely integrated program

- Skill in recommending improvements to operations, including new and emerging procedures based on evaluation of data.

- Ability to forecast resource needs and to manage fiscal matters.

- Skill in problem solving including conflict resolution.

- Ability to communicate effectively and professionally with employees at varying levels of background.

- Knowledge of complex and non-standard examinations, treatments, procedures, and techniques.

- Travel as needed within the Tampa VA catchment area.

Work Schedule: Monday Through Friday (0730-1600), maybe required to work weekends and Holidays.

Compressed/Flexible:maybe available based on the needs of the service, alternating weekends, holidays, maybe also required.

Qualifications

Basic Requirements:

Citizenship. Citizen of the United States (U.S.). Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, of this part. See 38 U.S.C. § 7407(a) for more

information.

Education. Individuals must have successfully completed a respiratory care program accredited by the CoARC or its successor.

Licensure. Persons appointed or reassigned to RRT positions in the GS-0601 series must possess and maintain for the duration of employment a full, current and unrestricted license from a state to practice as an RRT.

Credential. Persons appointed or reassigned to RRT positions in the GS-0601 series must possess and maintain for the duration of employment a valid, current, unrestricted credential of RRT.

Grade Determinations:

Registered Respiratory Therapist, GS-12.

Experience, Licensure and Credential. Candidates must:
  • Have one year of creditable experience equivalent to the GS-11 grade level demonstrating the clinical competencies described at that level.
  • Hold an active license and RRT credential. The following certifications are preferred but not required:

a. Certified Tobacco Treatment Specialist

b. Pulmonary Rehabilitation Certificate issued AARC

c. AE-C awarded by the NAECB

d. COPD Educator course offered by the AARC
  • Demonstrated Knowledge, Skills and Abilities. In addition to the requirements above, candidates must demonstrate all the following KSAs:


  1. Ability to develop policies and guidelines regarding new and emerging procedures.
  2. Ability to implement policies and guidelines regarding new and emerging procedures.
  3. Ability to maintain policies and guidelines regarding new and emerging procedures.
  4. Ability to make recommendations regarding new and emerging procedures.
  5. Ability to perform complex analytical studies of patient care.
  6. Ability to interpret results to coordinate the management and evaluation of patient care.
  7. Ability to coordinate the work of subordinate staff.
  8. Ability to manage all aspects of a complex patient care program including day-to-day operation, training program resources and fiscal management.


Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity and range of

variety and must be performed by the incumbent at least 25% of the time. This assignment is designated as an RRT Program Coordinator, who

oversees the administrative and clinical aspects of a major specialty program at complexity level 1 and 2 facilities only. Programs managed may

include, but are not limited to; home oxygen, home ventilators, amyotrophic lateral sclerosis (ALS) clinic, pulmonary procedure lab, sleep/positive airway pressure (PAP) clinic. RRTs may supervise and administratively manage employees assigned to their program(s) by providing leadership, direction, orientation, in-service training and continuing education programs for assigned staff. They perform analytical studies and interpret results to

improve operations. They conduct all phases of service delivery, program resources and fiscal management. RRTs coordinate daily operations,

develops and maintains policies and procedures for program operation and prepares reports and statistics for facility and Veterans Integrated Service

Network use. They conduct a variety of audits, including clinical practice audits to evaluate operations and productivity and to ensure appropriate

documentation of therapy, procedure, clinical outcomes and patient safety. They assist in determining quality and compliance data to be collected and

investigates problems related to quality and quantity of work and operating effectiveness and recommends needed action. They make recommendations for program improvement and expansion based on research and emerging knowledge. They represent the department at

interdisciplinary meetings.

Preferred Experience: Statement of Preferred Experience and Requirements:

- A Registered Respiratory Therapist as defined by the National Board for Respiratory Care (NBRC) with Current State License required.

- Have one year or more of creditable experience equivalent to the GS-12 grade level demonstrating the clinical competencies described at that level. It is highly desirable that the candidate possess certification in one or more functional specialties.

- Maintains a current CPR (BLS). Advanced Cardiac Life Support is recommended.

- Maintains current proficiency and competency standards for service group.

- All applicants have a sound practical understanding of the daily activities associated with working in the In-Patient Respiratory Care Services Section.

- Proficient in operating all outpatient respiratory equipment.

- Thorough respiratory care assessment skills to evaluate patients for appropriate needs.

- Ability to speak with providers, patients, caregivers, and family professionally.

- Experience with VATAS, HR-MSS, CPRS, Consult package, Microsoft Office Package, VA/AFGE Master and Local Agreements, etc.

Education. It is highly desirable that the candidate possess a Bachelor of Science degree from a nationally accredited college or university in respiratory care; cardiopulmonary science; or a health-related field

Physical Requirements: Work is primarily performed in all patient care areas (outpatient). All Respiratory Therapists will have extensive interaction with patients, staff, physicians, family members, and visitors. The Respiratory Therapist is expected to be able to move lift, bend, and stoop while performing duties with equipment, supplies, and patients. Ability to handle varying levels of stress in a positive manner. All Respiratory Therapists must be able to perform the following physical requirements:

NOTE: Participation in the seasonal influenza program is a condition of employment and a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). It is a requirement that all HCP to receive annual seasonal influenza vaccination or obtain an exemption for medical or religious reasons. Wearing a face mask is required when an exemption to the influenza vaccination has been granted. HCP in violation of this directive may face disciplinary action up to and including removal from federal service. HCP are individuals who, during the influenza season, work in VHA locations or who come into contact with VA patients or other HCP as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased medical facilities. HCP include all VA licensed and unlicensed, clinical and administrative, remote and onsite, paid and without compensation, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, researchers, volunteers and health professions trainees (HPTs) who are expected to perform any or all of their work at these facilities. HPTs may be paid or unpaid and include residents, interns, fellows and students. HCP also includes VHA personnel providing home-based care to Veterans and drivers and other personnel whose duties put them in contact with patients outside VA medical facilities.
