Under the general direction of the California High-Speed Rail Authority's (Authority) Principal Right of Way Agent, the Supervising Right of Way (ROW) Agent provides state-wide project coordination, technical assistance, and guidance for all matters concerning one or more functional areas, with an emphasis on relocation assistance. The Supervising ROW Agent establishes objectives and standards for all participants carrying out property acquisition, including managing the consistent application of procedures that support the program's goals and standards. The incumbent shall ensure that all activities of Real Property are conducted consistently throughout the state and shall strive for these activities to be perceived by the public and stakeholders as being conducted fairly and reasonably.

Working Conditions
Part time telework, up to three days per week, is available based on the requirements of the position for California residents and may be discussed during the interview process. Hiring interviews may be available virtually, using teleconferencing or video conferencing options.

This position occasionally travels statewide to other Authority sites.

While working on site, the incumbent works in a professional office environment, in a climate-controlled cubicle which may fluctuate in temperature and is under artificial light. Incumbent will be required to use a computer, mouse, and video display terminal and will be required to sit for long periods of time at a computer screen. Employee must be able to focus for long periods of time, multi-task, adapt to changes in priorities and complete tasks or projects with short notice. Employees may be required to travel outside of their workstation to perform general tasks.

    • Excellent management skills to direct an experienced professional staff.
    • Ability to maintain good communication skills and working relationships with management, other Offices, Districts, federal and State Agencies, local agencies, private sector contractors, subcontractors and suppliers, and their associations.
    • Knowledge of State requirements in the procurement of third-party agreements and Right of Way procurement processes.
    • Experience with personnel supervision.
    • Experience organizing workload and planning, organizing, directing, and making decisions.
    • Experience in leading change and/or process improvements.
    • Experience in developing and maintaining stakeholder relationships.
    • Experience with contract management.

    The High-Speed Rail Authority headquarters building is located in downtown Sacramento on the corner of 8th and L Street. We are located one block away from the 8th and Capitol light rail stop, as well as the 7th and Capitol light rail stop. The building is also within walking distance of DOCO, the California State Capitol Park, a farmer's market during summer months, and Old Sacramento.
