Preferred Qualifications:
• An advanced degree in public administration, public policy, management, political science, government, law, or a closely related field.
• Technical data management and analysis expertise using public health and administrative health service data.
• Proficiency in Excel, and Tableau strongly preferred, ArcGIS, SAS, knowledge also helpful
• Strong research skills and ability to proactively gather and analyze information from disparate sources.
• Excellent project management and organizational skills.
• Ability to summarize complex concepts quickly, clearly, and concisely for audiences at all levels.
• Knowledge of addiction policy.
• Familiarity with State government operations or working in a state or local government environment a plus.

* The salary range listed in this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.

Duties Description Under the direction of Director of the Bureau of Behavioral Health Data Management, Analysis and Reporting, the Research Scientist 4 plans, organizes, and leads research, analysis, information management, and reporting activities for Recovery, Harm Reduction, and Addiction Treatment Center (ATC) Information Management and Reporting Unit. Duties include but are not limited to:
• Work with subject matters experts in Recovery and Harm Reduction to:
o Identify and determine what information to collect for program monitoring and reporting.
o Collect the information from programs; and
o Create standard reporting tools based on the information collected.
o Perform ad-hoc data requests.
o Train program and provider staff in data collection.

• Assist ATC staff in:
o Standardizing information collected as part of the Electronic Health Record.
o Creating standard reporting tools.
o Comparing ATC performance against similar service types.

• In collaboration with the OASAS Strategic Information Management Liaison, work with IT staff to identify business needs for data collection and reporting and implement solutions for Recovery, Harm Reduction, and related programs.

• Analyze and make recommendations for the classification of Recovery and Harm Reduction programs in the Provider Directory System (PDS).

• Performs other related duties as assigned.
