Possession of a Masters degree in Mathematics, Statistics, Engineering, Biostatistics, Public Health, Public Administration and Policy, Epidemiology, Social Sciences, Health Economics, Finance, or a related degree AND five years of professional research experience in the appropriate field.

Substitution: A Ph.D in an appropriate field may substitute for two years of professional research experience.

Preferred Qualifications: Strong supervisory and program management skills, including supervision of professional level staff. Advanced statistical, report writing, and presentation skills. Advanced knowledge of applied methods of risk adjustment methodologies, and predictive modeling for longitudinal and cluster analyses. Experience analyzing claims, encounter and eligibility data. Experience with development of dashboards for analytical and for public release purposes. Proven ability to develop and implement analytical and peer review processes to evaluate validity of statistical findings using large administrative and/or clinical data sets. Working knowledge of existing hospital quality measures.

Duties Description The RS5 will be a Bureau Director in the Center for Applied Research and Evaluation. The researcher will help the Office meet its expanding responsibilities to promote health care quality and patient safety through a variety of data-driven means including research, evaluation, and health information analysis. As Bureau Director, they will serve as the lead for several high-profile analytics including NY's participation in two new innovative CMS demonstrations of Making Care Primary (MCP) and States Advancing All-Payer Health Equity Approaches and Development (AHEAD), as well as continuing to lead NY's evaluation of the Patient Center Medical Home (PCMH) program. Tasks will include the oversight of data intake, attribution, analysis and research for PCMH practices in and outside the MCP model, as well leading the design, selection, and validation of hospital quality measures for the AHEAD model. This position will require the bureau director to be innovative in approach, foster engagement across the Department to ensure reporting is meeting program objectives and be novel in establishing their research agenda.
