Duties Description The NYS OPWDD Division of State Operations is responsible for overseeing the six Developmental Disabilities State Operations Offices (DDSOOs) delivering direct supports and services to approximately 6,000 recipients in OPWDD operated Supervised and Supportive Individualized Residential Alternatives, Intermediate Care Facilities, and Secure Care Campus Programs. More than 12,000 individuals are served in Day Habilitation Programs, Family Care, Article 16 Clinics, Supportive Employment, Pathways to Employment, Free Standing and In Home Respite, as well as Community Habilitation Services. State Operations field operations include a vast number of data points that are generated from the essential functions of the Division, which include, i.e., staffing, overtime management, labor management functions, incident responses, Non-Personnel Spending, Personal Allowance monitoring, Community Minor Maintenance projects, fire safety compliance, placement and vacancy reconciliation, campus operations, emergency management, Family Care operations and oversight, Electronic Health Record Habilitation and Medical Data monitoring and ICF transitions. The six State Operations Offices employ approximately 14,000 staff in various titles ranging from Direct Support Professionals, habilitation specialists, treatment team leaders, licensed clinicians, DDSOO Directors, and Deputy Directors. Delivery of state operated services occurs in over 800 group homes (IRA/ICF), 2 campus-based programs, approximately 525 State Operated Family Care homes, over 75 day and employment programs, 8 Article 16 Clinic main sites and over 60 satellite sites, and in a variety of community-based settings. Habilitative, supportive and/or clinical services are rendered for the large majority of service recipients on a daily basis (24/7), 365 days per year. This personnel system is yet another focus of data analytics to assure proper identification of quality and compliance measures, which are integral to the management of a service system of this size.
The Research Scientist 6, Director of State Operations Business Analytics and Research, formulates and carries out complete research plans. Findings are accepted as technically authoritative and impact an agency's approach to problems addressed by the research project. Projects require systematic research on problems that have been recognized as exceptionally difficult and unyielding to research analysis and require unconventional or novel research approaches and use of sophisticated research techniques.
The Director of State Operation's (SO) Bureau of Business Analytics and Research will lead a team of approximately 13 staff. The Director will implement both a strategic research agenda and complementary business analytics program, conceptualizing and designing studies to inform SO policy and practice and generalizable practice in the area of IDD focused service delivery. S/he will also oversee all division data management and reporting functions, developing a team of analysts with in-depth knowledge of SO's data systems and the ability to produce dynamic reports/dashboards off those systems. Finally, the Director will oversee any new agency, state or federal research or reporting initiatives that require SO participation, including translating initiative demands into relevant research questions, conducting data analyses to inform and guide needed programmatic changes, identifying potential data system impacts and coordinating change requests with ITS, work plan development, and performance monitoring.
This position is critical to the successful implementation of State Operations' strategic plan, which includes utilizing sound data/metrics to inform both policy and practice decisions. It is also essential to achieving SO's research and service goals- State Operations plans to conduct and publish original research studies to advance our understanding of and improve care for individuals with Intellectual and Developmental Disabilities (IDD) and to inform IDD service delivery nationwide in clinical and managerial subject areas. In line with the agency's mission, this work will help improve and enrich the lives of New Yorkers with IDD. Finally, the RS6 will be responsible for day-to-day bureau management, including mentoring and supervision of the Bureau and directly reporting the Deputy Commissioner for the Division of State Operations, and collaborating with the OPWDD agency Research leadership and strategy.
The incumbent will oversee data operations for SO central office and regional staff. The incumbent will guide the Bureau's activities that require reliance on research and information gathering from a variety of sources, ranging from field staff experiences to published journal articles. The incumbent duties include but are not limited to the following:
• The Director will oversee all day-to-day Bureau operations.
• The Director will also oversee all SO data management and reporting functions, ensuring the availability of timely, relevant, and accurate data to inform Division decision making.
• Oversee staff acting as research and data leads within the division
• Be responsible for all partnerships with ITS involving data collection and reporting
• Communicate with agency leadership using a variety of data-driven tools and work with staff on effective tool use.
• Review division activities to proactively identify areas where data can help identify division goals and objectives and/or assess progress and performance of division activities
• Deploy staff to address instances where data collection and reporting is necessary to address immediate and/or contemporaneous concerns (e.g. COVID-19 related data collection)
• Collaborate with the Division of Statewide Wide Services Research team to work on projects related to testing the alignment of policy and practice
• Provide statistical background for analyses and provide expertise for evaluative work with staff
• Conduct research independently and oversee research projects that support best practices in State Operations
• As State Operation's lead researcher, the Director will design and execute novel research studies, the results of which will inform SO policies, programs, and practices
