Major Duties
The FBI's OGC seeks to fill a Section Chief SES role in IALB. OGC provides legal advice to the entire FBI, including the Director, FBI officials, and agents in the 56 domestic field offices, on a wide range of substantive legal issues. OGC works closely with other elements of the Department of Justice, other members of the Intelligence Community, and the White House.
The Science and Technology Law Section (STLS) supports the FBI's national priorities by providing legal and policy advice concerning the missions of the Science and Technology Branch, the Office of the Chief Information Officer, and Finance and Facilities Division.
The STLS is comprised of four units (the Criminal Justice Information Law Unit, Fiscal and Contract Law Unit, Forensic Sciences Law Unit, and the Operational Technology Law Unit) with more than 30 attorney, agent, and professional staff personnel. STLS is responsible for providing legal advice regarding the application and implementation of the Communications Assistance for Law Enforcement Act (CALEA); the technological implementation of lawful authorizations for electronic search and surveillance; digital forensics; the use of advanced technologies to maximize the FBI's ability to analyze and sort through increasing volumes of data; DNA, including legal issues confronting the FBI regarding the management and use of the National DNA Index (NDIS), use and distribution of the Combined DNA Index Software (CODIS), and the development and deployment of a Rapid DNA collection and identification system to booking stations throughout the country; intellectual property matters; all routine discovery matters handled by the FBI Laboratory Division; support concerning access to CJIS records and databases, and all stages of the acquisition process for real and personal property, as well as appropriations law, environmental law, questions arising under the Federal Travel regulations and other matters involving the use of FBI financial or personal and real property resources.
This senior manager will supervise multiple first-line managers and will also be expected to engage at senior levels across the interagency on significant matters of common interest. Senior management positions are not intended to be subject matter expert roles: they are designed to help facilitate the mission and goals of managers and staff under their supervision and to coordinate the resolution of complicated legal issues. The ideal candidate will have previous management experience, as well as significant knowledge and experience in investigative and criminal law and an ability to work with partners to resolve legal and policy issues in a manner that furthers FBI's mission.
Qualifications & Evaluations
Candidates must have a J.D. degree from a law school accredited by the American Bar Association and must be an active member in good standing of at least one State Bar Association. Candidates must possess at least 8 years of post-J.D. professional experience. If selected, applicant may be requested to verify completion of basic education requirement by submitting a copy of college transcripts or lists of college course, and a writing sample.
Candidates should possess strong business acumen, leading change, leading people, building coalition, and results driven skills.

The selectee with the exception of current FBI SES employees, will be required to successfully complete a one-year probationary period as a condition of retaining an SES appointment in the FBI.
New Federal employees must serve a one-year probationary period. The probationary periods will be served concurrently.
