SUMMARY

The Johns Hopkins Medicine Department of Pathology is comprised of over 1800 employees, faculty, as well as residents, fellows, and students across 6 Hospitals and JHML Outreach sites regionally. The core laboratory operations are based at the Johns Hopkins Hospital (JHH), Johns Hopkins Bayview, Howard County General Hospital, and in the School of Medicine (SOM); with consult to the additional owed hospitals.
Senior Administrator-Laboratory Medicine/Pathology serves as the primary operations administrator for the JHH and SOM labs on the East Baltimore campus and is assigned a JHH budget of $150 M+ and a JH/SOM budget of $150 M+. Additionally, this person is responsible for a regional Outreach Program with nearly 1000 patient encounters per day and a national professional Consult Program averaging 100 Consults per day.

The Senior Administrator for Pathology serves as Senior Leader under the Department Director, Hospital and SOM leadership. The Senior Administrator has direct responsibility for administrative and operational aspects of all assigned Medical Laboratories and Pathology areas; Hospital and University financial oversight of operating budgets, capital budgets, regulatory and clinical laboratory leadership; facility management, human resources and other functions such as public relations, program development, hospital emergency management, and related assignments. For laboratories outside of the Department of Pathology, this position provides oversight via the Continuous Quality Improvement (CQI) process, while day-to-day operations are managed in different departments. (All Laboratories are outlined in the attached List.)

Demonstrates ability to assess business and health care needs to develop and implement a strategic plan for effective clinical services. Implements changes and leads by example and mentorship in the Mission and Core Values of Johns Hopkins Medicine.

Develops new services, streamlines current operations redefines test offerings, and integrates services across the Johns Hopkins Health System. Optimizes and coordinates operations across Johns Hopkins Hospital, Johns Hopkins Bayview, and Howard County General, and in partnership with JHHS Owed Hospitals and Entities (Sibley Memorial Hospital, Suburban Hospital, All Children's Hospital, and Johns Hopkins Community Physicians). Assures business continuity, information technology, and succession plans are in place and adequate to maintain operations for safe and efficient operations in support of patient care, research, and academic operations.

ESSENTIAL FUNCTIONS
  1. Partners with Executive Leadership, the Department Director, and the leadership team to align departmental goals with the mission, core values, and strategy of Johns Hopkins Medicine.
  2. Manages the department's financial performance, regulatory compliance, and service agreements with internal & external stakeholders, research administration, space utilization, employee engagement/human resources, and educational activities.
  3. Partners with the Department Director in faculty affairs, planning & reporting to the Dean's Office of the School of Medicine.
  4. Provides leadership and Management oversight to maintain and improve customer satisfaction, quality, turnaround times, efficient utilization of resources and regulatory compliance.
  5. Stays apprised of current issues affecting the laboratories, understands the impact to broader health and academic system. Adjusts strategy accordingly.
  6. Leads innovation and changes through the application of known tools, strategies, and techniques to increase operational efficiencies.
  7. Initiates and leads short- and long-term goals, develops business plans and feasibility studies. Evaluates new and existing programs/operations.
  8. Fosters a diverse team and support inclusivity; provides a work environment that elicits engagement at all levels.
  9. Develops a culture of accountability, provides strategic leadership. Hires, trains, mentors, develops, and disciplines Management (Laboratory Director, Associate/Assistant Administrators, Finance Director, HR Manager, Laboratory Managers, and other support staff). Coaches and develops others and provides professional development support, building current and future leaders, with individuals and organizational needs in mind.
  10. Collaborates and builds inclusive relationships with appropriate stakeholders (internal and external).
  11. Acts with confidence and flexibility in a complex environment. Identifies problems and involves appropriate individuals in investigations, analysis and problem solving.
  12. Leads in alignment with the Johns Hopkins Medicine tri-partite mission, vision, and core values.

  15. Serves on various institutional committees and is active in national laboratory forums.
  16. Accountable for achieving annual and ongoing financial goals and compliance with financial policies and procedures established by JHH and JHU, and regulatory & state agencies.
  17. Oversees staff that perform Financial Administration and reporting.
  18. Has direct responsibility for JHH and SOM budgets; assists local lab leaders with budget and financial management

Education & Experience:
  • Advanced Degree (Master's, MBA, MPH, MHA) in business, healthcare administration, medical technology, or related field.
  • 10+ years of progressively responsible leadership experience, including 5-7 years of management experience with significant business impact, Preference will be given to management experience in Pathology
  • Current or recent experience in academic medical center, hospital, and laboratory medicine strongly preferred.
  • Leadership experience in a complex, matrixed health care setting.
  • Direct experience as a certified laboratory professional is preferred (i.e. ASCP)

Knowledge, Skills, and Abilities:
  • Demonstrated ability to present and gain acceptance for ideas, proposals, and change
  • Knowledge of hospital and university finance and administration, preferred.
  • Advanced knowledge of finance, accounting, and budgeting and data analysis.
  • Knowledge of Maryland Reimbursement system (preferred), managed care, or related healthcare billing, insurance, and related programs.
  • Demonstrated ability to be an effective leader in a complex & dynamic organization. Ability to build and support managers and teams.
  • Excellent change management and emergency planning skills.
  • Demonstrated strength in written and verbal communication; as well as presentation skills.
  • Analytical, problem solver who has ability to share and apply experience, policy, and theory in addressing process improvement, emergency response, and compliance with regulatory and financial policies and procedures.
  • Ability to develop and maintain vendor and peer relationships across JHM Pathology.
  • Experience developing and preparing contracts & proposals.
  • Experience in facilities planning and development; including equipment.
