The City of Phoenix is seeking a highly qualified technical candidate for the Lead Application Developer position within the Information Technology (IT) section of the Law Department. IT professionals on this team work closely with professionals in other technology environments, other business units within the department, and in other City departments; thus, offering opportunities for continued professional growth.

The Senior Application Services Analyst is responsible for providing the highest level of technical and business expertise in the analysis, installation, testing, and design of information technology and business systems. They also work in a team environment to create and support applications that are web based and/or client server in nature.

In this role, the Senior Application Services Analyst performs systems analysis and design of enterprise business systems applications. They also create secure solutions to complex business problems and serve as the subject matter expert, adhering to and utilizing industry best practices. Additionally, this role will also serve as the subject matter expert throughout all project phases to effectively contribute to the development of solutions that meet the business needs and requirements.

Key duties include:
  • Troubleshooting and diagnosing system problems.
  • Analyzing and interpreting research findings to prepare design specifications.
  • Developing solutions to functional problems.
  • Developing and deploying solutions that leverage cloud-based technologies.
  • Providing support for critical business systems.
  • Managing and upgrading existing portfolio of applications, including security updates.
  • Producing written documents with clear organized thoughts.
  • Communicating with customers, clients, and the public in a face-to-face, one-to-one setting, or group setting.

    • Communicate business expectations to the technical development expert in ways to produce desired outcome.
    • Diagnose system problems to develop solutions and transform abstract ideas to easily understood procedures to all levels of staff.
    • Analyze complex procedures and provide feedback for improvements.

SALARY

Pay Range: $80,454.40 to $124,800.00 annually.

Hiring Range: $80,454.40 to $113,193.60 annually.

MINIMUM QUALIFICATIONS

  • Five years of experience in systems analysis, configuration, and testing of enterprise applications.
  • Bachelor's degree in business, computer science or a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:
  • Experience working with:
    • Application developers in an Agile environment, building and supporting full stack applications using Microsoft .Net technologies using C# that includes designing, developing, and managing solutions.
    • Relational databases and writing Structured Query Languages (SQL): Transact (TSQL) and/or Procedural Language (PL/SQL).
    • Complex reports using SQL Server Reporting Services (SSRS) or similar reporting tools.
    • Agile software development related tools.
    • Building test scripts, Quality Assurance (QA)/Quality Control (QC) of application testing, load testing, and security and vulnerability testing.
