The Environmental Programs Branch supports current and future mission requirements of the CMD by assisting units, programs, and leaders to comply with environmental laws, regulations, and policy while promoting environmental stewardship at military training sites and facilities. Under the general direction of the Training Sites Environmental Manager and the Compliance Program Manager, this position supports the CMD's Compliance Program at Camp Roberts (CR) with regular assignments at Camp San Luis Obispo (CSLO), and quarterly visits to Joint Forces Training Base Los Alamitos (JFTB). Duties are broad-based and include, but are not limited to, management of the following media areas: hazardous materials and hazardous waste, stormwater, drinking water, wastewater, underground and above-ground storage tanks, landfills, solid waste/recycling, air quality, and other related programs.

Department Information
As an employee of the CA Military Department (CMD), you are required to perform the "essential functions" of the job, with or without reasonable accommodation. You are expected to work cooperatively with all internal/external staff, to provide the highest level of customer service possible while meeting the CMD mission. All employees are required to treat others fairly, honestly, and with respect.

The CMD has free parking; a free gym on-site for employees; and conveniently located within a few miles of major shopping centers, including many restaurants.

Persons employed at the California Military Department must be a United States Citizen (or naturalized citizen) and able to pass a background investigation and LiveScan fingerprinting.

*This position may/may not be eligible for telework. The amount of telework is at the discretion of the CMD and based on the current telework policy. While the CMD supports telework where possible, in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises, as determined by the Department.

Statement of Qualifications

Please describe your knowledge, experience. and/or education as it pertains to each of the following.
1. Managing environmental technical program requirements for hazardous materials/hazardous waste, underground/above ground storage tanks, wells, septic systems, landfills, industrial wastewater, stormwater, drinking water, pesticides, and/or sustainability programs in compliance with federal, state, and local laws/regulations.
2. Preparing and/or implementing environmental permits for the program requirements identified in Item 1 above.
3. Managing contracts for environmental contracts including preparing scopes of work and contracting documents, obtaining bids, assessing bids, reviewing and approving contract deliverables and invoices, managing budget issues, and related tasks.
4. Communicating technical environmental requirements to staff, leadership, managers, regulators, and the public in writing, verbally, and through presentations/briefings.
