Jacobs Engineering Group Inc. is seeking to add a Senior Environmental Planner to the team. This position is classified as a full-time position, but a modified work schedule (21 to 39 hours per week) is an option. Jacobs' hybrid work model allows for work to be performed from home; however, the position will be assigned to the Jacobs' Tempe office location. The successful candidate will oversee processes and prepare documentation in compliance with various environmental laws such as the National Environmental Policy Act (NEPA), Clean Air Act, Clean Water Act, Section 4(f) of the Department of Transportation Act, etc. Experience with task management, quality reviews, and developing NEPA-compliant documentation.

Technical/Functional Responsibilities:
  • Collects environmental, social and/or economic data to be used in developing alternatives to study under NEPA and in assessing impacts.
  • Leads processes of scoping, developing purpose and need, developing alternatives and preparing documents in compliance with NEPA.
  • Prepares and/or contributes to NEPA documents, including Categorical Exclusions (CEs), Environmental Assessments (EAs) and Environmental Impact Statements (EISs).
  • Provides quality control reviews.
  • Performs various aspects of environmental planning assignments, applying knowledge of environmental planning principles. Works independently, participates in setting assignment objectives, schedules, budgets, and deadlines. Works collaboratively with other team members.
  • Works on EAs or task management on larger EISs. May provide technical guidance to less experienced personnel. Collaborative team approach internally and externally; contact with clients and public and regulatory agencies.


  • Bachelor's degree.
  • Minimum of 10 years of experience in researching/writing NEPA environmental documents, permitting, or similar.
  • Experience with NEPA and regulatory permitting processes for CEs, EAs, and ElSs.
  • Direct experience with associated environmental regulations/laws, regulatory and land management agency requirements, and experience working with local, state and federal agencies and public utilities.
  • Excellent technical writing, organizational, and verbal communication skills.
  • Experience with fast-paced projects and formal quality control procedures.
  • Understanding of and experience with environmental compliance processes for public infrastructure (transportation and water) projects.
  • Knowledge of and experience with environmental requirements and processes of state and federal regulatory and land management agencies.
  • Experience conducting research, preparing technical reports, synthesizing data, and preparing environmental documents.
  • Experience interacting with clients to communicate findings and develop environmental process strategies. Experience representing clients on project teams and in agency-to-agency coordination.
  • Experience in public and agency participation, meetings, and scoping processes.
  • Experience in managing project budgets, coordinating accounting and invoicing activities, and monthly project status reviews.

Ideally, you'll also have:
  • Experience in conducting cultural resources investigations and preparing and reviewing reports, treatment plans, and Section 106 consultation.
