Office of Fiscal and Monitoring Services

The Office of Fiscal and Monitoring Services' (OFMS) Monitoring Services Division conducts financial compliance reviews of ODJFS partners and subrecipients identifying opportunities for operational improvement and risk reduction. This division also conducts reviews of public assistance programs evaluating whether the level of benefits or other aspects of program eligibility are determined correctly. Training and technical assistance is also provided to the County Department of Job and Family Services agencies concerning potential fraud abuse and identifying possible overpayment of public assistance benefits. What You'll Do

An ODJFS priority is for state staff to maintain a partnership relationship with county agencies. This partnership helps to ensure that county agencies have the tools needed to perform tasks in a method that is accountable for federal & state fiscal requirements. Building strong customer service-oriented relationships with key county staff helps to ensure the counties feel they are heard by us, and that we can address their needs for improved processes, training, and collaboration. Providing excellent customer services is key for this position. The preferred candidate will have previous customer service experience, fiscal experience and involvement with Excel, Word, and PowerPoint.

The purpose of this job is to provide customized fiscal training and fiscal assistance to county agency staff for an assigned region of the state. The primary county contacts will consist of agency fiscal officer and agency directors for county Job and Family agencies, which includes Public Assistance, Child Support, Public Children Service, and Workforce Development. ODJFS Bureau of County Finance and Technical Assistance (BCFTA) provides personalized training and support via phone, email, Microsoft TEAMS, and in-person.

The position requires travel for in-person meetings, trainings, and agency visits. Travel time per week could be up to 2 or 3 days out of the 5-day work week. There is flexibility to set schedule with region but overall, it is expected that the position is available to travel as required to meet the needs of the assigned agencies. Given the description of job task and regional assignments, the ideal candidate will be within a reasonable driving proximity of the assigned regions, which spans in the southeast part of Ohio. This region, known as Region 6 consists of the following counties: Belmont, Monroe, Noble, Washington, Morgan, Athens, Meigs, Gallia, Lawrence, Jackson, Vinton, Hocking, Ross, Pike, Scioto, Adams, and Highland (subject to change based on business need).

Additional job duties include working with a team and working independently to create and present statewide fiscal trainings. Normally there are 2-3 statewide trainings annually, as well as individual regional presentation that occurs on a quarterly basis. All trainings created in collaboration and/or individually are compiled in a library of training documents used by the BCFTA team. Given the nature of training presentations it is preferred that the chosen candidate have previous public speaking experience.

Schedule: Monday - Friday 8:00 AM - 5:00 PM

Travel: Travel required, as needed. Must provide own transportation or, in order to operate a state vehicle, you, must have a valid drivers license.

Qualifications
The ideal candidate, at minimum, must have the following:

OPTION 1:
    Completion of graduate core program in business administration, accounting, finance or related field; 6 mos. exp. or 6 mos. trg. in accounting &/or finance to include an advanced level of experience in spreadsheet software.

    OPTION 2:

    Completion of undergraduate core program in business administration, accounting, finance or related field; 18 mos. exp. or 18 mos. trg. in accounting &/or finance to include an advanced level of experience in spreadsheet software.

    OPTION 3:

    42 mos. exp. or 42 mos. trg. in accounting &/or finance to include an advanced level of experience in spreadsheet software.

    OPTION 4:

    12 mos. exp. as Financial Analyst, 66562.

    OPTION 5:

    Equivalent of minimum class qualifications for employment noted above.

    NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.

    Pay Information

    This position is in the State of Ohio's OCSEA Pay Schedule, Pay Range 32. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $27.84 per hour). These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
