Job Description

Summary of position:

Seeking Senior Health Care Program Analyst (Level B) to join the CHS Monitoring and Evaluation Unit, which is responsible for (1) surveillance and business intelligence analytics of CHS health care and reentry services delivery and other core service areas, and (2) oversight and conduct of CHS evaluation and research activities. The Analyst will serve as a senior member of the Unit, leading surveillance projects, meeting data reporting obligations, conceptualizing and conducting health care workflow and business analyses, and supporting quality improvement efforts in electronic health record and other primary data documentation.

Office location for this position is in lower Manhattan.

Department Preferences:
  • Advanced experience in data management and analytics using SAS. Familiarity with SQL desired.
  • Substantial experience in cleaning, analyzing, and interpreting large and varied data sets from electronic health records and other sources
  • Experience and/or willingness to analyze data related to business operations and processes that inform health care management and decision making
  • Experience in application of epidemiologic and statistical methods and ability to provide guidance to CHS staff on the same
  • Advanced knowledge of primary, chronic, and specialty health care services, including clinical measures of health status and therapeutics in key disease areas
  • Ability to communicate findings to CHS colleagues and external stakeholders through the use of data visualization and detailed reports
  • Strong writing and communication skills, including demonstrated experience in contributing to scientific publications
  • Ability to create procedures and other strategies to optimize efficiencies and improve data quality and documentation
  • Experience with project management activities.
  • Ability to multitask and handle multiple and diverse assignments and priorities.
  • Ability to exercise confidentiality, professionalism, diplomacy, and cultural sensitivity.
  • Ability to resolve immediate short-term issues with a broader understanding of their impact on long-term considerations
  • High proficiency in Microsoft Word, Excel, and PowerPoint


Minimum Qualifications
  1. A Baccalaureate Degree from an accredited college or university in Business Administration, Engineering or Social Sciences, Health Care Specialization, Physical Sciences or related programs; and a minimum of four years of progressive, responsible experience related to Health Care Program Planning, Research, Design, Operation, Evaluation and Analysis; or
  2. A Master's Degree from an accredited college or university in Public Health, Public or Hospital Administration, Health Care Specialization, Business Administration or related disciplines; and a minimum of three years progressive, responsible experience directly related to health care program planning, research, design, operation, evaluation and analysis; or
  3. A satisfactory equivalent combination of training, education and experience; and,
  4. Demonstrated skills in written and oral communication.

None. This class of positions is in the non-competitive class.
