This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Open competitive minimum qualifications provided for NYHELPS candidates, 55b/c candidates and 70.4 transfer eligibles:

A bachelor's or higher degree in audiology, bacteriology, biochemistry, biological science, biology, biophysics, biostatistics, chemical engineering, chemistry, community health, environmental biology, environmental engineering, environmental health, environmental planning, environmental toxicology, epidemiology, genetics, geochemistry, health physics, human development, hydrology, industrial hygiene, medical science, medical technology, molecular biology, nursing, occupational health, petroleum engineering, physics, public health, or toxicology; including or supplemented by 8 semester credit hours in chemistry.

For advanced placement to Trainee 2: you must also have one year of professional industrial hygiene experience.
For the Full Performance Level: you must also have two years of professional industrial hygiene experience.

Physical/Medical Requirements Your physical and medical condition will be evaluated to ensure that you are able to satisfactorily perform the duties of this position with or without reasonable accommodation. A medical examination will be required prior to appointment, and you are responsible for payment of the clinical laboratory test fee. Appointees to this position may be required to undergo periodic medical examinations to reassess their ability to perform the essential duties of the position. Eligibles will be called to the physical/medical screening in score order as needed to fill existing and anticipated vacancies.

Duties Description Will be required to perform a wide variety of technical health and safety tasks including hazard assessments, inspections, consultations, accident investigations, and the delivery of training in a diverse range of workplace locations throughout New York State. The types of locations include but are not limited to the following: administrative areas, campgrounds, construction sites, fish hatcheries, hazardous waste/emergency response sites, laboratories, and maintenance shops. During visits, employee work activities will be assessed noting any hazardous conditions or unsafety work practices, and reports developed that include appropriate control measures to ensure compliance with NYS Department of Labor (DOL) health and safety standards. The position will require the collection of air samples (e.g., benzene, formaldehyde, petroleum distillates, silica, wood dust, etc.) and measurement of other physical/health hazards using various industrial hygiene equipment such as air sampling meters/pumps, detector tubes, noise dosimeters, ventilation meters, etc.
Duties Description
• Conduct on-site health and safety assessments, ergonomic evaluations, industrial hygiene inspections, program consultations, accident investigations, and other site visits, as directed, to ensure Agency compliance to applicable health and safety regulations.
• Perform various on-site industrial hygiene surveys such as air sampling, noise, and ventilation surveys in accordance with sound industrial hygiene practice and principles to evaluate workplace conditions and provide appropriate recommendations to control employee health and safety hazards that eliminate or minimize risk of injury/illness.
• Perform hazard and exposure assessments of field activities to assist divisions in developing/updating written standard operation procedures, policies, or programs.
• Develop inspection and technical survey reports that address health and safety hazards.
• Assist DEC Programs to help resolve any issued NYS DOL health and safety citations and address employee/union concerns.
• Determine applicability of health and safety standards to work activities and provide managers with information to assure compliance with NYS DOL regulations and DEC health and safety policies/programs.
• Develop and conduct various in-person and remote-offered safety and health training, such as asbestos, chemical-specific, confined space, direct reading sampling/meters, etc.
• Develop health and safety awareness guidance bulletins, as directed.
• Coordinate State and Labor Partnerships or Labor grant courses, as well as other training that may be available at no cost through other sources such as the NYS DOL Consultation Program to help address mandated training needs or enhance employee protection.
• Duties may also include, but not limited to, participating on statewide and local level health and safety committees, and serving a role within the incident command system to support DEC's response to regional and statewide emergency situations.
• The position will rely heavily on working with Microsoft Word, Excel, Adobe, Forms, SharePoint, Webex, and Teams, to track and ensure safety program compliance.
• While typical industrial hygiene duties are part of this position, a significant responsibility of this position will be the oversight of the DEC Automated External Defibrillator (AED) Program. These duties will include but are not limited to the following: ensure the proper maintenance of AED equipment and the associated database, tracking AED funding, ordering and distribution of new AED equipment and training materials, and coordination of AED/CPR/1st Aid courses for all volunteer responders, as needed.

Additional Comments Must have a valid driver's license or demonstrate the ability to meet the transportation needs of the position. Use of personal protection equipment, including respirator, will be required. Must be able to negotiate difficult terrain, work in remote areas and in adverse weather conditions. Travel, overtime, and overnight travel may be required. Telecommuting may be available, will be discussed at interview.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
