Position Objective:

The purpose of this position is to assist the Assistant Deputy Director Track Outage Planning & Analysis and work with Service Design scheduling to develop, review, and approve the schedules developed which directly relate to the customer experience namely, the train and crew schedules and the equipment program to ensure they can be implemented. This position will focus on those aspects of the schedule and program development that is affected by maintenance and capital improvement projects.

Responsibilities:
  • Manage and coordinate the process of developing the annual track usage program, working with the Engineering Departments, Capital Projects and Transportation to schedule and coordinate projects, define outage limits, minimize long-term track outages and maximize the opportunities for multiple users to take advantage of each outage.
  • Development of the annual track usage program to minimize long-term track outages and maximize the opportunities for multiple users to take advantage of each outage. Once developed, the annual program must be presented to internal officials and external entities (Amtrak, CDOT, etc.). The program must be updated throughout the year as required and made available as needed. Develop and maintain key process indicators with regard to the track outage plan.
  • Update and analyze monthly and annual track outage requests to support MNR's infrastructure improvement programs. Analyze short-term track outage requests and their impact o n customers and operations. Develop operating schedule proposals to accommodate long-term Capital and Engineering requests for track outages. Assist in the development of Operating schedules and Operating Schedule Orders.
  • Assist in developing and maintaining a long-range (3-5 year) track usage projection to ensure that projects being planned within the capital and operating program are being coordinated for maximum efficiency and minimum track outage requirements. This projection must also include long-range flagging requirements for input into the Transportation staffing plans.

Required Qualifications:

Required Knowledge/Skills/Abilities:

  • Must have the ability to work closely and cooperatively with senior officers of departments and divisions to achieve common goals.
  • Must have good quantitative abilities to be able to analyze operational and financial reports and statistics and be able to prepare concise and insightful reports pro m pt ly to Senior Management.
  • Working knowledge of a Service Planning system, preferably a Train Plan , or the ability to obtain proficiency within 6 months.
  • Must have general knowledge of CFR 49, Operating Rules , and physical characteristics of MNR territory or the ability to become knowledgeable within 6 months of hire.
  • Must have familiarity with craft agreements and work practices common in Transportation and Engineering departments.
  • Must have familiarity with budget management and reporting.
  • Strong project management, coordination , and multitasking skills .
  • Strong problem - solving, and analytical skills .
  • Strong Leadership skills with the ability to develop, motivate , and foster teamwork .

  • Proficient knowledge of Microsoft Office (Word, Excel, Power BI, etc.) and/or comparable applications.

The following is/are preferred:
  • Familiarity with construction and maintenance techniques and practices as related to typical railroad projects.
  • Familiarity with MNR revenue and non-revenue equipment types and maintenance practices and requirements.
  • Familiarity with MNR schedules and equipment utilization plans.

Required Education and Experienc e/Training :

  • Bachelor's degree in business , Engineering, Transportation Management, Technology or a related field. Demonstrated equivalent experience, education, and/or technical credentials to include four (4) additional years of related experience may be considered in lieu of a degree.
  • Minimum of five (5) years working with a transportation organization with a minimum of two (2) years of experience scheduling and/or coordinating service plans in Transportation, Capital Programs, Engineering, and/or Planning.
  • Minimum of three (3) years of experience managing a program or process.

Other Information

According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the "Commission").

Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
