Duties

The successful candidate will perform the full range of Senior Organizational Development Specialist

Such duties include but are not limited to:

1.Coordinates the analysis and assessment of the agency's organizational behavior, climate and culture using a variety of methods (e.g. Federal Employee Viewpoint Survey, Safety Culture Climate Survey, needs assessment, interviews, and focus groups), and designs, develops, implements and evaluates interventions specifically to address organizational needs. Advises agency management on the performance implications of job satisfaction and attitudes, career development, fairness, job stress, training and rewards. This coordination requires statistical analysis, oversight, research, preparation, revision, facilitation, and monitoring and directing implementation of organizational development activities.

2.Prepares needs analyses for organizational development and change management program and recommends strategies and programs to address needs. Coordinates with regional and program office personnel to respond to special requests for organizational development or change management services. This coordination may require determining office needs, reviewing recommended interventions, and developing procurement plans to obtain the requested services

3.Assesses the implications of changes in areas including but not limited to agency goals and strategies, management systems, organizational structure, applicable laws and regulations, and uses proven change management and stakeholder outreach strategies and techniques to advise staff and management on activities to reduce resistance to change, increase employee participation, and resolve risks and issues.

4.Evaluates organizational development and change management programs developed by other Government agencies, international agencies, and commercial firms for possible use in the NRC's organizational development and change management programs.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

The ideal candidate will be able to demonstrate the following:

1. Broad knowledge and understanding of the characteristics of organizations and the range of factors which can affect organizational effectiveness. Such knowledge should be sufficient to provide leadership and counseling to senior management officials in securing recognition and evaluation of these characteristics and factors in the planning, development, and implementation of recommendations

2. Demonstrated ability to design and evaluate the results of surveys and other methods of sampling employee views and of evaluating areas important to organizational effectiveness to address potential impacts on management and employee perceptions of the organizational climate including the climate for raising perceived safety issues.

3. Demonstrated ability to establish effective working relationships with peers, co-workers, and various levels of management.

4. Demonstrated experience managing complex programs and developing, implementing, communicating, and assessing a large program directed at evaluating organizational climate issues which can impact an agency's regulatory decision making and organizational effectiveness.

5. Carries out formal project duties and source evaluation panel duties as an NRC Contracting Officer Representative (COR).

SPECIALIZED EXPERIENCE is defined as:

  • Experience coordinating the analysis and assessment of an agency's organizational behavior, climate, and culture using a variety of methods, and designing, developing, implementing and evaluating interventions specifically to address organizational needs.
  • Extensive program management skills and experience developing and utilizing appropriate techniques for measuring and evaluating organizational development and change management programs and conducting reviews to determine needed improvements in the programs.
  • Experience serving as a Level I or Level II (preferred) Contracting Agency Representative (COR) and recommending the selection of contractors for use in providing organizational development and change management services and developing contract provisions and statements of work (SOWs).
  • Experience preparing needs analyses for organizational development and change management program and recommends strategies and programs to address needs.
  • Strong interpersonal and communicative skills. Demonstrated ability to effectively communicate complex and detailed information to a wide range of people and express clearly and completely, both orally and in writing to a diverse audience.
  • Experience and knowledgeable of surveying, sampling, and statistical techniques to assess and interpret survey results.

  • Provides expert advice to the Branch Chief and other NRC managers and staff members on organizational development and change management methodologies and staff performance issues.

The duty location of this position is Rockville, MD. In general, employees are expected to be in the office at a minimum of 4 days per pay period. Telework schedules, including full-time telework, are approved, on a case-by-case basis.
