Job Duties

The Virginia Department of Human Resource Management (DHRM) is seeking a passionate and highly motivated Senior Procurement Officer who enjoys working on large, complex contracts, to join the agency's Finance and Administration Office. This position is responsible for leading the procurement of all benefit-related services, to include the Commonwealth's Health Insurance and Workers' Compensation programs; for contract administration and maintenance of all DHRM contracts, in accordance with Virginia Public Procurement Act; and for providing procurement consulting and expertise to other office areas within DHRM. As lead procurement specialist, you will perform contract management; purchasing and receiving functions for the agency; monitoring equipment inventory and surplus property; supporting office administration; compliance with SWAM requirements; and backing up the CFO in her absence or as delegated.

Minimum Qualifications

Considerable and comprehensive knowledge of the Virginia Public Procurement Act, APSPM, and CAPP. Demonstrated ability to write Requests for Proposals (RFPs) for service contract procurements. Demonstrated written and oral communication skills. Demonstrated ability to evaluate proposals and negotiate contract terms. Demonstrated problem solving and decision-making skills in contract management. Demonstrated ability to plan and manage projects with excellent organization skills, and strong interpersonal and relationship-building skills. Highly developed skills using a wide variety of PC applications. High school graduate or equivalent.

Additional Considerations

Certified Public Procurement Officer (CPPO)/Virginia Contracting Officer (VCO) certification. Virginia Contract Administration and Risk Management (VCA-RM) certification.
