The Tyler Application Platform Division's Regulatory Business Unit is seeking a seasoned Project Manager who is familiar with both waterfall and agile delivery methodologies to deliver complex projects containing multiple workstreams in a challenging regulatory environment served by its suite of licensing, inspection, and enforcement products. This is a client-facing role that will be expected to manage multiple, competing priorities, plan and direct projects from inception through delivery, align internal and external processes, policies, and procedures, manage scope, budget, and timelines, and interact with senior leadership to promote the success of each project.

The successful candidate will operate proactively and collaboratively, embrace a model of servant-leadership, and maintain a positive yet pragmatic attitude in promoting the success of each project.

Principal Duties and Responsibilities:
  • Understand the features, functions, and standard configuration of the Division and Business Unit product suites.
  • Effectively communicate with team members and stakeholders in a clear, concise, and timely manner.
  • Set and manage project expectations with team members and stakeholders.
  • Delegate responsibilities to capable personnel and hold them accountable.
  • Identify and manage project dependencies, priorities, issues, and risks.
  • Develop and submit budget proposals and changes where necessary.
  • Plan and track project milestones, deliverables, costs, budget, and invoicing.
  • Develop and deliver progress reports, proposals, requirements documentation, presentations, and other materials required by the project.
  • Proactively manage changes in project scope, identify potential risks, and develop contingency plans.
  • Define and track success criteria throughout the project life cycle.
  • Coach, mentor, and motivate project team members, and influence them to take positive action and accountability for their assigned work.
  • Build, develop, and grow business relationships.
  • Develop and integrate best practices for project delivery and management.

Requirements:
  • Detail-oriented servant-leader with an understanding of how to set priorities concerning the overall success criteria defined in the contract.
  • 7 - 10+ years' direct work experience in a project management capacity, including all aspects of project initiation, planning, development execution, and delivery.
  • Understanding of web-application delivery processes.
  • Experience with MS Project, JIRA, SharePoint, and/or similar tools.
  • PMI PMP or Scrum Master Certified is a plus.
  • Experience with Case Management, Business Process Management, Regulatory and/or workflow web applications a plus.
  • Strong written and oral communication skills.
  • Strong interpersonal skills.

  • Ability to adapt to shifting priorities, demands, and timelines.
  • Strong analytical problem-solving capabilities.
