This position primarily conducts quality assurance inspections on the rolling stock (Xpress fleet), facilities, and equipment at the three Xpress operations.

A secondary role includes monitoring the fleet condition and contract compliance of the service providers.to include compliance with all deliverables and contractual requirements. Review the end-of-the-month reports for compliance, calculate any applicable liquidated damages (LDs), and forward the completed LD form to the asset management administrator for review and submittal.

Specifically, it evaluates the effectiveness of preventive maintenance work orders (PM), predictive maintenance, and campaigns performed by technicians at South Ops, North Ops, and Cobb County (dba CobbLinc) maintenance facilities. It identifies quality problems and recommends corrective action/solutions to the Asset Management Administrator, analyzes work orders to ensure inspections and repairs are timely and appropriate, and provides detailed reports for use by ATL staff to ensure that the fleet is properly maintained.

Essential Duties and Responsibilities
  • Performs inspections of installed parts and materials to verify compliance with procedures, drawings, specifications, industry standards, and/or suitability; submits non-conformance reports on discrepancies to the Asset Management Administrator.
  • Ensures ATL's Xpress fleet is safely maintained and in compliance with FTA and DOT regulations, ATL's Transit Asset Management Plan, ATL's Fleet Maintenance Plan, and purchased transit Operations and Maintenance Contract.
  • Reports to work outside of normal scheduled work hours during emergencies and special projects as needed.
  • Performs field safety inspections at the operating facilities on all revenue and non-revenue ATL vehicles, including safety-sensitive equipment such as vehicle lifts/ramps, lights, doors, fire suppression systems, etc., as requested.
  • Conducts fleet Quality Assurance audits to identify any potential problems through routine visits and monitor processes to provide for contingencies.
  • Reviews record keeping and uses an Asset Management database to compile and/or analyze all maintenance work orders, labor costs, equipment replacement, fuel usage, oil analysis, campaigns, warranty repairs and other maintenance-related data.
  • Assists the Asset Management Administrator in the evaluation of contract maintenance providers, periodic inspection, analysis, and on-site inspection of equipment, processes, and procedures in verifying system reliability and the identification of opportunities for process improvement.
  • Conducts delivery and acceptance inspections on newly acquired buses and tracks repair status of all issues to completion.
  • Assists with procurement activities including purchasing of new vehicles, scope writing, and contract renewals, as needed.
  • Assists the Asset Management Administrator with other relative transit projects and duties, as needed.
  • Assists the Transit Program Manager in managing the preventative maintenance on ATL non-revenue vehicles. a) Assists with minor equipment repairs as needed. b) Performs inspections, such as checking fluid levels, lights, and tires on vehicles and routine maintenance tasks.
  • Performs other duties as assigned by Management.

Minimum Qualifications:

Bachelor's degree from an accredited college or university in business administration, public administration, or a related area AND two (2) years of related experience in the area of assignment OR two (2) years of experience in a lower-level position OR five (5) years of related experience in the area of assignment. Detail orientation, team player, excellent communication, and flexibility are key skills and attributes for this position. Ability to follow work practices and standard operating procedures for this position. Applicant must use and/or wear the appropriate equipment, protective devices, and/or clothing in the performance of duties as applicable and report health and safety concerns related to job performance to supervisor. Applicants must have a current, valid CDL Class B with a P endorsement and a good driving record. Preferred Qualifications:

Experience in the public sector, specifically public transit and maintenance. Certification, licensure, and registration in the following areas are a plus:
  • ASE Transit Bus Certification and/or Medium/Heavy Trucks
  • Fleet Management certification
  • Class A, B, or C Fueling Station
  • Fuel Master Operations experience
  • MCI Certifications
  • Electric bus/vehicle knowledge and experience
Bachelor's degree in a related field and two (2) years of job-related experience; or an Associate degree in a related field and three (3) years of job-related experience; or one (1) year of experience at position equivalent.
