Position Purpose:
Drives the strategic management of grant activities, including identifying high-impact funding opportunities, leading complex proposal development processes, and ensuring the robust financial management of awarded projects. Serves as a key advisor to faculty on grant strategy, offering expertise and insights to maximize funding potential and project success. Collaborates with the Office of Sponsored Projects and the Dean of Faculty Fiscal Office, playing a critical role in shaping institutional grant policies and procedures, and resolving complex and sensitive issues with minimal oversight.

Description:
The Arts & Sciences at Dartmouth College seeks a highly skilled and experienced research administrator to lead the strategic administrative management of grant activities for one of our largest and most complex departments in the Science division. This role is crucial in distinguishing high-impact funding opportunities, guiding routine and complex proposal development processes, and ensuring the robust financial and effort management of awarded projects. The successful candidate will serve as a key advisor to faculty on grant strategy, offering expertise and insights to maximize funding potential and project success. This position involves pre-award proposal and budget development, post-award financial management and reporting, effort administration and compliance responsibilities as well as facilitating close collaboration with the Office of Sponsored Projects and the Dean of Faculty Fiscal Office, shaping institutional grant policies and procedures and resolving complex and sensitive issues with minimal oversight.

Required Qualifications - Education and Yrs Exp: Bachelors plus 6 or more years' experience or combination of education and experience
Required Qualifications - Skills, Knowledge and Abilities:
  • Six years experience in the full range of grant and contract management and accounting in an educational setting.
  • Bachelor's degree in business administration, science or the equivalent combination of education and experience.
  • Experience supervising.
  • Well developed verbal and written communication skills.
  • Mature judgment, planning, and problem solving skills.
  • Thorough understanding of OMB circulars and sponsor regulations.
  • Ability to interpret and apply research administration and accounting policies and procedures.
  • Excellent organizational skills and ability to independently take initiative, balance competing demands & deadlines, and make decisions under pressure.
  • Self-starter who can work independently or in teams with a variety of academic and administrative colleagues.
  • Must be able to work with multiple PI's under deadline pressure.
Preferred Qualifications:
  • CRA , CPRA or CFRA certifications or the equivalent
  • Advance degree in research administration.

Key Accountabilities

Description:
Pre-Award Administration

Proposal Development: Collaborates with faculty and senior research staff in preparing and submitting proposals to external funding sources, including the creation of compliant project budgets that align with sponsor and College policies.

Budget Development - Independently develops budget proposals, including advising PIs on budgeting principles, to ensure budget aligns with project's goals and objectives, sponsor guidelines and cost constraints.

Compliance Risk Management: Proactively addresses issues related to commitment and budgetary overlap to minimize compliance risks.

Routing and Approval Facilitation: Manages the College's proposal routing and approval process, resolving submission-related issues during both internal College approval and external agency review.

Description:
Post-Award Administration

Financial Management: Oversees the financial management of sponsored projects, advising faculty on spending and budgeting to ensure compliance and mitigate audit risks.

Expenditure Compliance: Solely responsible for determining the allowability, allocability, and reasonableness of grant expenditures.

Expense Reconciliation: Reconciles grant expenses and revenues against expected amounts, ensuring timely error correction and generating detailed financial reports for faculty.

Strategic Financial Planning: Provides faculty with spending projections and strategic planning advice to optimize the use of research funding.

Report Preparation: Assists faculty in preparing required internal and external reports to meet compliance standards.

Description:
Personnel Administration

Supervision and Mentorship: Supervises and mentors Grants Management Assistant, delegating tasks, and providing training in reconciliation and grant compliance. Additionally, mentors and trains Research Grant Managers I & II.

Personnel/Payroll Management: Manages the personnel and payroll process for all research account appointments, including research faculty, associates, technicians, faculty offsets, and summer supplements.

Effort Reporting Compliance: Oversees faculty effort reporting to ensure compliance with research commitments and academic obligations, advising on issues and implementing strategies to accurately capture effort.

Issue Resolution: Collaborates with the Dean's Office and department administration to resolve complex personnel-related issues, including non-routine situations such as layoffs and disabilities.

General Administration

Liaison Role: Acts as a key liaison between PIs, the Dean of Faculty Office, the Office of Sponsored Projects, and other College offices to advance the College's research vision.

Grant Compliance and Advising: Interprets financial and business terms of sponsored agreements, advising faculty and research staff on adherence to College and agency policies, and ensuring compliance in grant project management.

Independent Decision Making: Makes critical financial and administrative decisions related to both pre-award and post-award processes, including the integration of multiple grants and managing budgetary and effort overlaps, with significant financial implications for the College.

Grant Policy Resource: Serves as an expert resource on grant policy for faculty and administrators.

Multi-Department Service: Provides support across multiple departments and programs, requiring an in-depth understanding of diverse sponsor and agency requirements.
