Under general direction of the California State Warning Center (CSWC) Chief, and with minimal supervision, the incumbent will function as lead staff with full responsibility for a wide range of programs within the CSWC. Responsibilities include being the subject matter expert for CSWC operations, special projects as directed by the Program Manager I or II, and providing training and readiness coordination and assessments to support CSWC staff and operations. The SESC develops training plans for all CSWC staff and shifts in addition to planning and coordinating internal exercises to enhance or develop processes and procedures. The SESC will research and facilitate technology implementation to enhance CSWC capabilities. The SESC will liaise with internal and external agencies for coordination and collaboration of emergency notifications and communication practices. The SESC will represent Cal OES and the CSWC during meetings with multi-agencies/state partners and provide reports and briefings as related.

The SESC must demonstrate effective written and oral communication skills. The SESC will provide situational awareness, analysis, and identify emerging and near-term threats; analyze potential impacts; prepare, approve, and disseminate alert notifications as well as various situation reports. Based on situational analysis, the SESC formulates possible courses of action and provides guidance to CSWC staff and recommendations to the Executive Duty Officer and Executive Branch. The SESC coordinates and approves missions for state agency resources, and/or requests for federal resources, at the request of the Governor's Office of Emergency Services (Cal OES) Region, Fire, Telecommunications, or Law Enforcement Branch, and at the direction of Cal OES Executive or Executive Duty Officer.

The SESC provides situational awareness and analysis of all risk incidents/events such as, but not limited to, incidents with potential health impacts, extreme fire weather, extreme heat or freezing weather, potential Public Safety Power Shutdown (PSPS) / Power outages, derailments, hazardous materials incidents, earthquakes and tsunamis. The SESC will perform complex, difficult, and sensitive emergency planning/management work above the journey level involving coordination work supporting the CSWC. Provides analysis and develops recommendations for complex operations and technical issues, including the development of CSWC Standard Operating Procedures and training plans. Consults and assists in the development of statewide emergency management plans and other products related to emergency alert, warning, and overall emergency response operations in the state. Provide a high level of confidential support dealing with a variety of highly sensitive departmental issues and special executive level projects as related to utility operations and their functions in an emergency. Demonstrate strong interpersonal skills, ability to analyze situations and provide alternate solutions, and the ability to provide communication and negotiation between private and government agencies.

The SESC also provides needed coverage support to the CSWC operations during shift and work additional overtime hours during operational needs.

Headquarter Response Operations manages the systems, alerts, training, products, documentation and support for the state operation center. The current State Operations Center (SOC) at the California Governor's Office of Emergency Services has been a model for local governments, the private sector and non-profit organizations since it was built in 2001.

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

Senior Emergency Services Coordinator - Exam 1676

Training and Development (T&D) assignments are temporary assignments to provide an employee training and experience to move to a different occupational field. A T&D assignment is a formal agreement between the employee, the current supervisor, and the new supervisor. The duration of agreements can vary in length but shall not exceed twenty-four (24) months.
The duration may also be the length of experience needed to meet the minimum qualifications. Please note they are only available to current California State employees who have permanent status.
