The SPACECOM/STRATCOM IBS Support Manager position provides comprehensive support to both USSPACECOM and USSTRATCOM Combatant Commands (CCMD) with respect to all aspects of the IBS Enterprise. System support will include technical leadership in IBS Enterprise health and welfare as provided through the Downlink Monitoring Element (DME) and other performance observation systems. The IBS Support Manager interfaces directly with the CCMD Information Manager (IME) to provide comprehensive technical support and management of the CCMD IBS information requirements and support the IBS Enterprise Components to meet those requirements. The IBS Support Manager will provide technical leadership in support of the CCMDs IBS transmit and/or receive systems, to include subordinate and supported Components and Commands. The SPACECOM/STRATCOM IBS Support Manager is the CCMD IBS Expert, providing IBS Technical advice and action to every CCMD Mission Area which depends on, or interfaces with IBS.
CCMD support activities include, but are not limited to:
• Integrate directly within the CCMD's J3 directorate
• Travel to the USSPACECOM and USSTRATCOM stakeholder locations to coordinate theater information management requirements, conduct IBS familiarization, and perform IBS 'Health Checks' of IBS transmit/receive and processing systems.
• Demonstrate Subject Matter Expertise of the entire IBS Enterprise, to include but limited to: all Over-the-Air (OTA) IBS broadcasts, IBS Network Services, Broadcast Monitoring, MIL-STD-6018 (IBS Common Message Format), IBS Radio's, and IBS Mission Processing Systems.
• Provide both CCMD's with persistent situation awareness of the IBS Enterprise status.
• Frequent interaction with CCMD Flag Officers / General Officers.
• Augment component field site representatives as needed.
REQUIREMENTS
Qualifications:
• Security Clearance: MUST have a minimum of TS/SCI clearance. Must be eligible for access to Protect Level IV facilities. Must be eligible for more restrictive access to certain CAP and SAP program, as the CCMDs mission requires.
• Minimum of seven (7) years of relevant Integrated Broadcast Service (IBS) experience, plus bachelor's degree. Education and experience may be substituted for each other. Each year of relevant experience may be substituted for 1 year of education, and vice versa.
• Must be proficient in IBS-NS and OTA system components.
• Routine Travel required, to include international locations; passport required.
• Experience with, and demonstrated knowledge of, USSPACECOM Unified Command Plan (UCP) assigned mission areas; focus on how IBS either does, or could, support and enhance those mission areas.
• Experience with, and demonstrated knowledge of, USSTRATCOM UCP assigned mission areas; the focus on how IBS either does, or could, support and enhance those mission areas.
