Bachelors Degree and minimum of seven (7) years related experience, including experience with Grant
applications and reimbursements. Must also have experience supervising staff.

Duties Description • Coordinate with FRA, railroads, and other agencies
• Manage Federal Rail Administration (FRA) and Federal Transit Administration (FTA) Grant compliance
program
• Planning/coordination for projects in New York's Intercity Passenger Rail program
• Project Management for large and complex rail projects
• Manage federal grant administration, as well as implement grant funded projects including staff
supervision and development and managing consultant engineering teams
• Manage contract administration, including invoice review, data analysis and documentation grant
tasks, and compliance reviews
• Technical oversight of project support of rail projects
• Development of contracts for rail projects
• Tracks and assists in the development of force account and other agreements with rail roads on behalf
of the Department
• Develop materials for and attend public meetings and hearings
• Oversees and helps develop grant applications for federal rail discretionary funding and other relevant programs
• Oversee FRA Grant reimbursement
• Coordinate priority projects with railroads
• Manage State of Good Repair Projects on the Amtrak controlled section of the Hudson Line by overseeing scope, schedule, budget, NEPA, environmental permits and construction
• Report and track rail Expenditures to CSX in accordance with the Hudson Line Lease and within NYSDOT for bonding purposes
• Coordinate Railroad Flagging priorities with Amtrak and CSX for NYSDOT
• Coordinate with other program areas with in DOT for rail-related project delivery, agreements, contracts, etc.

Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.
