Job Description

The NYC Health + Hospitals, Division of Office of Facilities Development (OFD) seeks a Specification Writer to assist in managing Planning & Design for the NYC H+H system. As a Specification Writer at NYC H+H, the selected candidate will help the Capital Directors and Senior Director to coordinate and manage all facility development of specifications of projects to prepare for procurements. This individual will be tasked with compiling, drafting, reviewing and maintaining technical specifications for construction projects bid and managed by NYC H+H. With great attention to detail and a focus on producing streamlined and well worded technical specifications, the Specification Writer will be expected to review and revise existing specifications, new specifications submitted by design consultants, and any other specifications and special conditions necessary to facilitate the OFD's capital program. The successful candidate shall be required to periodically update, catalogue and maintain a fully comprehensive specifications repository of all work divisions required by NYC H+H and utilizing NYC H+H project management software program. Specifications shall be maintained with a focus on inclusion of regulatory requirements, including, but not limited to applicable federal, state, and local laws, rules and regulations. This position is intended to support all physical plant construction, renovation, restoration, and major repair programs at any facility associated with NYC H+H operations. Ideal candidate will have demonstrated expertise in construction technical specifications and must possess superb writing skills specifically in the health care clinic environment.

General tasks and responsibilities will include:
• Validates and applies quality assurance to capital design project specifications to ensure consistency and quality.
• Monitors hospital performance to assure compliance with professional standards.
• Directs and coordinates the implementation of hospitals' representation and participation in Professional Standards Review Organization
• Assist to coordinate with end users, senior management, and others on the project team to determine project goals and priorities. Review overall project scope of specifications and provide constructability expertise.
• Assist to review existing conditions noting utilization, adjacencies, square footages, and utilities and provide design review and support necessary for the proposed project.
• Participate in selected Project Meetings (i.e. planning, scheduling, progress, coordination, constructability, biding and procurement, and construction meetings).
• Assist to review and approve construction documents prior to bidding for constructability issues and to insure they meet NYC H+H standards.
• Assist procurement with competitive bidding process for construction services.
• Assist to ensure that pre-construction risk assessments including interim life safety measures and if necessary that infection control risk assessments are identified
• Assist to ensure contractor's compliance with construction documents and contracts, insurances, bonds and ensures that hospital policy and procedures are followed.
• Assist to ensure that Close Out of projects including coordinating punch lists with design team are completed.
• Other duties as assigned and necessary during emergencies and/or disasters.

Minimum Qualifications
1. Baccalaureate degree from an accredited college or university in Business or Public Administration, Healthcare Management, Engineering, Social Sciences, Physical Sciences or related discipline; and
2. Six (6) years of progressively responsible experience in project and program management, execution, and implementation, three (3) years of which must have been in the administration, management and/or execution of projects and programs of various complexities, including work in health care program planning, research, design or related area; or
3. Certification in Project Management (e.g., Project Management Professional (PMP) certification, Program Management Professional (PgMP), Certified Associate in Project Management (CAPM)) and four (4) years of experience as described in #2 above, two (2) years of which must have been in the administration, management and/or execution of projects and programs of various complexities, including work in health care program planning, research, design or related area.
