Summary

This position serves as a Staff Assistant in the Director's Office of the Regional Office, Veterans Benefits Administration (VBA). The position requires the performance of a variety of program-related assignments. The incumbent reviews plan, analyzes and develops program requirements, establishes, and revises operating procedures, reviews operations, and provides technical assistance.

Duties

Major Duties:
  • Serves as assistant to Director and provides administrative and technical support to office staff
  • Troubleshoots administrative operations, processes, and procedures to improve processes and resolve discrepancies in administrative operations
  • Analyzes and evaluates written material coming into Director's Office and places controls and distributes to appropriate elements
  • Establishes internal deadlines for completion of reports and projects and follows up with Division leadership on pending assignments
  • Researches and analyzes information to determine the status of significant issues, to assist the senior leadership and staff in the decision- making process
  • Regularly monitors pertinent timekeeping records to detect anomalies or deviations
  • Devises and oversees development of reporting systems
  • Serves as the Alternate Coordinator for the Regional Office programs
  • Formatting, editing, and distributing standard documents and correspondence; coordinating travel; tracking actions items
  • Schedules appointments, meetings, and conferences; managing the Director's calendar; and screening telephone calls and visitors to the Director's office

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/23/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position, you must have served 52 weeks at the GS-07 level. For a GS-11 position, you must have served 52 weeks at the GS-09 level. The grade may have been in any occupation and must have been held in the Federal service. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You must provide a copy of your most recent SF-50 that indicates proof of status (career, career-conditional, or excepted service), time in grade requirements have been met, and identifies your position title, series, grade, step, salary, tenure, and type of service. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate possession of time in grade requirements. In this instance, you must also submit your most recent Promotion or Within Grade Increase SF-50, or a Promotion or Within Grade Increase SF-50 that indicates the highest grade/step previously held. Specialized Experience: To qualify for the Staff Assistant position, applicants must meet either the specialized experience and/or educational requirements below (Note: Requires transcripts if basing all or part of qualifications on education).

GS-9: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-07). Demonstrated experience providing administrative assistance and staff support. Examples of specialized experience include, but not limited to:
  • Ensuring that priorities and deadlines are met on administrative programs and/or projects
  • Establishing and monitoring deadlines
  • Coordinating administrative and quasi-technical correspondence; and Handling and shifting priorities of a sensitive nature

OR

  • Education: A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field related to the duties of this position. If you are claiming to qualify based on your education, your application must include an official or unofficial copy of graduate level transcripts that demonstrate this information.

OR

  • Combination: Equivalent combinations of Specialized Experience (1) and Graduate level education (2). (To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)


GS-11: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-9). In addition to the experience required at the GS-9 level, the applicant must document experience using applying knowledge of administrative concepts, principles and practices in the administrative support of a program office or service line; independently setting priorities, communicating in writing through preparation of written reports, policies, decision memos and/or briefing materials; communicating orally in presenting information to management. Identifying, analyzing and resolving problems without supervisory intervention using tact and diplomacy.

OR

  • Education: Applicants may substitute Graduate Education to qualify for grade GS-11. Applicants may substitute education for experience with an awarded Ph.D. or equivalent doctoral degree (such as an LL.M.) from an accredited college or university, or three full years (54 semester hours or 81 quarter hours) of progressively higher level graduate education leading to such a doctoral degree. This doctoral degree or education must demonstrate the knowledge, skills, and abilities to do the work of this position. If you are claiming to qualify based on your education, your application must include an official or unofficial copy of graduate level transcripts that demonstrate this information.


OR

  • Combination: Applicants may substitute a combination of graduate education and specialized experience to qualify for grade GS-11.If you have some, but not all, of the graduate education described above AND less than one full year of the specialized experience described above, you may qualify by combining the amount of creditable education and experience that you do have. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. To calculate, first identify the education you have earned beyond your first two years of study as a percentage of a total of three years of study. Then identify the number of months of specialized experience you have as a percentage of 12 months. Add the two percentages. The total must equal at least 100 percent in order to be qualifying. For example, an applicant who has 45 semester hours of graduate level education (i.e., 50% of graduate education required beyond the first two years) and who has 6 months of creditable specialized experience (i.e., 50% of the one year of specialized experience required) would meet 100% and thus be qualified for the position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
