What You Will Do

Come join our team! The Staff Operations Manager (SOM) 3 will report to the IQPA Division Leader and be a key member of the Division Leadership Team enabling business and operations excellence in support of the IQPA mission. We are seeking a highly motivated, self-starter that can develop and implement innovative solutions to a variety of retention, staff development, and customer service challenges within the IQPA portfolio.

The SOM maintains a strong and healthy professional network with all levels of Laboratory staff and management and has the authority to represent management as a liaison in responding to requests. Typical responsibilities include but are not limited to: Provides guidance to managers and employees on operational, policy, and administrative issues and serve as the POC for issue resolution. Supervises and mentor administrative staff to ensure consistency of operations across the Division and promote professional development. Defines, coordinates, and leads Division responses to local and institutional action items and assignments ensuring responses are accurate, of high quality, timely, and consistent. Participates in the development and implementation of strategic and staffing plans, initiatives, presentations and reports. Assists with hiring documentation, interviewing and onboarding new hires.

Advanced supervisory experience with an excellent record of team building, collaboration, and leadership. Knowledge of, and demonstrated successful experience in, management, supervision, mentorship, and professional development of employees.

Operational Excellence
Continually identifies and undertakes efforts to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality services. Extensive knowledge and consultative experience with at least four of the following business/office management areas:

  • Human Resources
  • Financial management
  • Direct staff supervision
  • Policy implementation
  • Administrative systems development
  • Operational activities related to safety, security, environmental compliance, quality, and performance assurance
  • Strategic and tactical planning
  • Service organization support model for mission success
  • Space planning


Collaboration
Proven leadership skills and a record of accomplishment of successfully building collaborations and facilitating teamwork across organizational lines, including networking with key contacts outside of area of professional expertise.

Effective Communication
Advanced ability to interact effectively with all levels of internal and external personnel and customers. Excellent oral and written communication skills, including expert skills and proven experience in the preparation of reports, matrices, presentations, drafting and implementation of new process and procedures, preparing correspondence for executive level managers.

Problem Solving
Advanced experience in effective decision-making and creative problem-solving including skills in researching and researching and recommending alternative solutions to problems. Expert knowledge of, and successfully demonstrated experience in, developing, implementing, and managing innovation and process improvements.

Education/Experience: Bachelor's degree and 5 years of related experience, or an equivalent combination of education and relevant experience.

Desired Qualifications:

LANL Structure and Mission
Comprehensive knowledge of the Laboratory's organizational structure, policies, procedures, requirements, and various business systems. Expert-level knowledge of Laboratory business, operations, and program missions.

LANL Business Systems
Demonstrated proficiency in multiple LANL systems and applications to include Oracle, Concur, iProcurement, ILINK Management Observation System, performance management and computer software applications (e.g., Microsoft Office Suite).

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the required period of continuous service, they may only apply for Laboratory jobs with the documented approval of their Division Leader. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
