The Staff Services Manager II (SSM II) is the Chief of the Waiver and State Plan Amendment Administration Section. The SSM II is the subject matter expert in the federally funded Home and Community Based Services Waiver (Waiver), 1915(i) SPA, Targeted Case Management (TCM), Intermediate Care Facility-Developmentally Disabled State Plan Amendment (ICF/DD SPA), Nursing Home Reform (NHR), and Title XX programs. The SSM II will supervise and direct analytical and/or specialist staff engaged in research and analysis of federally funded programs, initiatives for capturing Federal Financial Participation (FFP) for community-based services to individuals with developmental disabilities, participant eligibility and administration of such programs. Provide technical expertise required to assure compliance with State statute and the rules and regulations of the federal Centers for Medicare and Medicaid Services (CMS). Oversee the claiming and collection of approximately $5.0 billion in FFP. Develop fiscal budgets and assumptions for federal programs for the November Estimate and May Revision of the Governor's Budget. Provide monthly revenue projections for all federal programs to DDS management.
This position is eligible to participate in DDS' hybrid telework schedule. Participation in telework is subject to DDS' guidelines.
The location for this position is to be determined, with availability in Sacramento and Orange Counties. It is not necessary to apply in both counties.

Work is performed in an open-spaced partitioned office environment. Working on a personal computer 85% - 90% of the time. There is approximately 5% - 10% statewide travel required.

Department Information
The California Department of Developmental Services (DDS) is the agency through which the State of California provides services and supports to individuals with developmental disabilities.
These disabilities include intellectual disability, cerebral palsy, epilepsy, autism and related conditions. Services are provided through state-operated developmental centers and community facilities, and contracts with 21 nonprofit regional centers. The regional centers serve as a local resource to help find and access the services and supports available to individuals with developmental disabilities and their families.
