This position supports the California Department of Public Health's (CDPH) mission and strategic plan by ensuring the department is prepared to respond to an event or emergency that negatively impacts the health of Californians. Under the direction of the Staff Services Manager II of the Planning, Preparedness and Coordination Section, the Staff Services Manager I (SSM I) of the State Planning and Preparedness Unit is responsible for the development, maintenance, and implementation of plans and procedures for the California Department of Public Health (CDPH). The SSM I coordinates with federal, State (i.e., the Emergency Management Services Authority (EMSA), the California Governor's Office of Emergency Services (Cal OES), other CalHHS Departments, etc.), and local agencies involved in emergency preparedness and disaster response planning to ensure a coordinated, multidisciplinary response effort within the Medical Health Coordination Center (MHCC) and across the department. The incumbent is responsible for the development of plans and accompanying procedures for CDPH.

All employees who telework are required to be California residents in accordance with Government Code 14200 and may be required to report to a CDPH office, when needed. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. The Center for Preparedness and Response (CPR) is recruiting a Staff Services Manager I (SSMI) to join the Planning, Preparedness and Coordination Section. CPR coordinates statewide public health emergency preparedness and response planning for the California Department of Public Health (CDPH) with a primary focus on preparing Californians for public health emergencies. Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Ability to successfully manage a team of professionals.
  • Knowledge of principles, objectives, and organization of emergency management and emergency response.
  • Experience in emergency management and/or community preparedness. Experience with Public Health and Medical emergency management is highly desirable.
  • Ability to analyze situations/problems, identify potential challenges, evaluate alternatives, make clear and concise decisions, effectively communicate recommendations to leadership.
  • Ability to demonstrate attention to detail; communicate effectively across diverse stakeholders; be adaptable and flexible to changing priorities and situations.
  • Experience with project management or planning.
  • Experience working with grants deliverables.
