The WisDOT Division of Transportation Investment Management (DTIM) conducts long-range, multimodal transportation planning; guides the use of state and federal transportation dollars based upon research and data analysis of the state's transportation systems; manages the project selection process for the state highway rehabilitation and the major highway programs; and administers various local transportation, transit, airport, rail, harbor and other specialized aids programs. The Division of Transportation Investment Management includes the Bureau of Aeronautics (BOA), Bureau of Planning and Economic Development (BPED), the Bureau of State Highway Programs (BSHP), and the Bureau of Transit, Local Roads, Railroads and Harbors (BTLRRH).

This recruitment may be used to fill additional positions within the DTIM BTLRRH Local Programs & Finance Section in the future.

Position Summary

The Statewide Local Program Manger position manages WisDOT's local federal improvement programs, and provides on-going, complex program and policy development, analysis, monitoring, and evaluation for administering WisDOT's statewide local federal aid improvement programs, totaling over $100 million annually. The programs include the Surface Transportation Urban (STP-Urban), Surface Transportation Rural (STP-R) and Local Bridge Improvement Assistance programs. As the department's recognized expert for these statewide programs and their issues, the incumbent develops and critiques large-scale policy modifications and concepts for division and department management, serving as a primary advisor on these issues. The position is responsible for monitoring the impact of these programs on the department's on-going federal financial status, in consultation with the Bureau of State Highway Programs. The position routinely functions as a liaison with legislators, federal, state and local government officials, interest groups, other program managers, and region or central office staff in matters pertaining to these programs.

The second vacancy is a project/permanent Program Manager position that will provide assistance on the additional workload related to the increased funding being made available through the Bipartisan Infrastructure Law (BIL). Local Programs will need assistance administering programs funded through the Surface Transportation Block Grant (STBG); these include the Surface Transportation Program (STP), Transportation Alternatives Program (TAP), Congestion Mitigation Air Quality (CMAQ) and also for the Local Bridge Assistance Program - these programs are expected to increase from approximately $130 million in FFY-2021 to approximately $257 million in FFY-2022. The Local Programs Section will also be managing the newly identified Carbon Reduction Program. This position will assist with the additional workload related to new STP/Local Bridge/Carbon Reduction Program project scheduling, issue resolution, program tracking, development of administrative guidelines, and processing of change management requests. There are new criteria for programs and policies that will be established based on BIL, including requirements in the BIL that Local Programs will need to manage, organize, lead and outreach. The position also provides expertise for other miscellaneous federal projects and initiatives that use the local letting process and that are multi-modal in scope.

Salary Information

These positions are in schedule-range (07-03) with an annual salary of $62,400-$90,397, plus excellent benefits. A twelve-month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Qualifications

A qualified candidate will have all of the following:

• Experience or training managing program(s).
• Experience interpreting, applying, and analyzing laws, rules, policies, or procedures.
• Experience working with or in state, federal, or local government.
• Experience developing and summarizing complex technical information in oral and written form for internal and external stakeholders.

A well-qualified candidate will have at least one of the following:

• Advanced Excel skills to include creating pivot tables, and conditional formulas
• Experience in program analysis
• Experience managing transportation programs
• Experience monitoring or instituting changes to a program as a result of legislative or administrative changes
