The Strategic Information Operations Planner serves as a functional expert in Information Operations (IO) for strategic, theater, contingency, and crisis planning at the Combatant Command (COCOM) level. Responsibilities include preparing and presenting briefings, developing IO strategies, and coordinating with U.S. and foreign officials. Key tasks involve preparing and reviewing critical documents such as CONOPs, OPORDs, and EXORDs, ensuring they are accurate and timely. The role also supports Theater IO campaign planning, OPSEC activities, and the integration of Electronic Warfare and the DOD Rewards Program. Coordination with various internal and external entities, data management, and providing.

Responsibilities
  • Support and serve as functional expert and action officer for IO conducting strategic and theater deliberate, contingency, and crisis planning support at the COCOM level. Provide briefings to CDR USSOUTHCOM and J-staff directors and other staff elements when required. When required, conduct meetings and briefings with US ambassadors and country teams, and foreign military and civilian officials.
  • Support coordination between the SOUTHCOM J39 and other internal and external senior and junior staff agencies and elements.
  • Provide support on IO actions, policy, and authorities, which may include developing proposed IO Strategy, Guidance, Concept of Operations (CONOP), coordinating themes and messages, gaining situational awareness and providing support to Operational Planning Teams (OPT) and working groups, and preparing IO input for USSOUTHCOM Numbered Plans, Operations Orders (OPORD), Fragmentary Orders (FRAGO), and Execution Orders (EXORD). These documents, CONOPS, briefings, etc., must be ready and error-free prior to the due date.
  • Provide support to unified, component, subordinate commands and JTF level staffs to communicate current IO, OPSEC, and MISO policy, doctrine, best practices, procedures, and employment.
  • Provide support compiling and reporting accurate data to measure the performance of all IO programs and activities. Support Theater IO campaign planning ISO the Theater Campaign Plan.
  • Preparation of information papers, decision papers, CONOPs, correspondence, briefings, SJS taskings, and other joint documents required to support the IO mission.
  • Support the Government with coordination and synchronization of USSOUTHCOM IO and IRC in the AOR with coordination completed per Government timelines. Coordinate IO with other COCOMs and DOD IO supporting agencies.
  • Provide IO planning support and coordination to the U.S. Country Team and Office of Security Cooperation to assist in the planning and conduct of IO to include assisting PNs develop a capacity to conduct IO.
  • Provide support and inputs to the Joint Training Management System (JTMS), Joint Lessons Learned System (JLLS), Defense Reporting Readiness System (DRRS), and Theater Security Cooperation Management Information System (TSCMIS).
  • Support the integration of the DOD Rewards Program into USSOUTHCOM IO plans, programs, and activities.
  • Provide planner support for the following key areas: Current Operations, Future Operations, Future Plans, Military Information Support Operations (MISO), Deliberate Theater and Strategic Plans, Contingency and Crisis Operations.
  • Provide planner support for Theater Integration, Readiness and Command Exercises and Conferences, OPSEC Surveys, Counter Transnational Organized Crime (C-TOC), PN and USSOUTHCOM Campaign Plan (SCP) engagements, Network Exploitation, FBI and Interagency, assigned Battle Rhythm Boards, Bureaus, Centers, Cells, and Working Groups (B2C2WG) and Operational Planning Teams.
  • Maintain coordination with the USSOUTHCOM Public Affairs Office, J5, J7/9, Strategic Communications Office, and other Interagency offices and organizations as required weekly and daily during crisis events.
  • Moderate IO and IRC working groups and OPTs when required.
  • Plan and draft work schedules, meetings, operational planning teams, and other staff managerial functions per the J39 timeline to support COCOM planning and operations.
  • Focus and coordinate IO team representation daily in the Joint Effects Steering Group, Joint Effects Working Group, Strategic Assessments Working Group, Joint Effects Board, and the CDR's Effects Board. Action and coordinate taskings by these groups and provide required inputs. This is to be done for every B2C2WG event when scheduled.
  • Consolidate situation reports, monthly division briefings, and coordination of operational requirements to outside agencies, Joint Staff, and service components.
  • Assist daily in the preparation of documents, memorandums, and system support and content for computer-based IO and IRC data.
  • Assist daily in executive preparation of materials (briefings, etc.) to ensure the functioning of staff tasks. Data is prepared without error 72 hours prior to submission to the tasking authority.

  • Support with the development and planning of Electronic Warfare (EW) activities for both exercises and real-world contingencies to include the support of the development of EW portions of USSOUTHCOM CONPLANs, and OPORDs. These documents, CONOPS, briefings, etc., must be ready and error-free 48 hours prior to the due date.
  • Provide operational planning support through the nomination of EW-recommended targets, effects, and indicators in support of operational planning to include assistance with EW staff tasks related to the development of EW doctrine, policies, and procedures.
  • Other duties as assigned.

Qualifications
  • Minimum of a Master of Arts/Master of Science MA/MS within one of the following areas: general humanities, law, literature or literary theory/criticism, foreign languages and literature, social and behavioral sciences, advertising, philosophy, political science, marketing, statistics, trend analysis, economics, media and mass communications, public relations and communications, journalism, social media, computer science, or related degrees
  • 2+ years as a combatant command or service component headquarters, or higher, IO strategic planner with the following courses: JPME II, JIOPC, and any service IO planning course with a two (2) years minimum of joint service.
  • Must possess or be able to obtain a U.S. Passport.
  • TS/SCI required

Knowledge, Skills, and Abilities:
  • Knowledge of Army/Joint Targeting, IPB, and COG analysis process as well as a general understanding of Army Training doctrine and procedures.
  • Knowledge in JOPP, MDMP, and MCPP planning and targeting processes and expertise in developing and accessing tactical and operational level IO plans and orders.
  • Knowledge of SOF Planning Processes, Army/Joint Targeting, IPB, Intelligence Cycle, and COG Analysis.
  • Have a minimum of 8+ years of experience with IO planning at the service or joint level, working that support operations with Combatant Commands or Joint Task Forces.
  • Experience with integrating, coordinating, and synchronizing adjacent and supporting operations, as well as developing support for related capabilities and their activities. Be familiar with, certified in, or have applicable operational/field time experience in:
  • Psychological Operations (PSYOP) / Military Information Support Operations (MISO)
  • Military Deception (MILDEC)
  • Operations Security (OPSEC)
  • Tactical Electronic Warfare (EW)
  • Cyberspace Operations
  • SIGINT related activities
  • Ability to engage senior JIIM leaders and staff and conduct operational and informational briefings to a large audience.
  • Ability to work effectively within a task-organized working group and expertise in planning, integrating, and coordinating with inter-agency and intelligence community entities.
