The Strategic Military Information Support Operations Planner provides expert advice and support on Military Information Support Operations (MISO) to USSOUTHCOM, including planning, developing, and implementing MISO strategies and plans. Key responsibilities include drafting and maintaining MISO programs and standard operating procedures, supporting theater MISO products and reporting, and managing documentation and coordination related to MISO activities. The position also includes representing USSOUTHCOM at various conferences, overseeing non-kinetic targeting, and supporting strategic media and communication efforts, including content creation and translation for multiple languages. Additionally, the role involves maintaining coordination with intelligence and support for social media and non-kinetic assessments.

Responsibilities
  • Assist in providing MISO expertise and advice to USSOUTHCOM Commander and staff.
  • Assist in planning, developing, staffing, coordinating, implementing, evaluating, and integrating IO and MISO in all USSOUTHCOM activities and operations.
  • Draft MISO programs, plans, and appropriate Tabs to ensure USSOUTHCOM and components have required MISO authorities to support the IO mission.
  • Support developing standard operating procedure (SOP) and maintain MISO SOPs and instructions with submission to the Government at the end of each Fiscal Year Quarter for review and approval.
  • Support with the MISO Process for all theater MISO Products.
  • Support with the development of reports for Component MISO oversight provided to the appropriate TTM, 4 days prior to suspense, and shall need no more than 3 rewrites. This includes thorough review of quarterly reporting from components, theater MISO media, and DOD Rewards program.
  • Support SCJ39 Staff Assistance/Oversight Visits.
  • Archives and maintains current MISO information on Intelink, SharePoint, and other web-based collaboration tools.
  • Assist in managing Long Range TDY Plan.
  • Provide/Post required MISO reports after Government approval.
  • Supports MISO and IO relevant conferences and meetings and shall provide meeting notes/minutes to government representatives.
  • Support in drafting requests for forces and requests for support as required for steady state and contingency operations.
  • Assist in conducting Crisis Action planning and participate in appropriate B2C2WGs.
  • Assist in the preparation and documentation of MISO product resourcing and distribution.
  • Routinely brief CDR USSOUTHCOM, J-staff Directors, key partner nation military officials and dignitaries and other senior leadership representing USG agencies to provide strategic, operational, and tactical MISO expertise and advice. Prepare and provide documents and briefings to Joint Staff and OSD senior MISO and SOLIC representatives.
  • Assist in planning, developing, staffing, coordinating, implementing, evaluating, and integrating IO and MISO in all USSOUTHCOM activities and operations.
  • Oversee the drafting of MISO programs, plans, and appropriate Tabs to ensure USSOUTHCOM and components have required MISO authorities to support the IO mission.
  • Oversee the development of standard operating procedures (SOP) and maintain MISO SOPs and instructions with submission to the Government at the end of each Fiscal Year Quarter for review and approval. Provide technical guidance and assistance to component MISO and IO elements.
  • Maintain MISO coordination support with USSOCOM and SOCSO MISO and IO offices.
  • Represent J39 interests at meetings, conferences, VTCs, and conferences involving senior-level officers from DOD, DOS, and partner nations.
  • Support with the MISO Process for all theater MISO Products.
  • Support with the development of reports for Component MISO oversight provided to the appropriate TTM, 4 days prior to suspense, and shall need no more than 3 rewrites. This includes a thorough review of quarterly reporting from components, theater MISO media, and the DOD Rewards program.
  • Support SCJ39 Staff Assistance/Oversight Visits.

  • Maintain Long Range MISO TDY Plan.
  • Provide/Post required MISO reports after Government approval.
  • Oversee MISO support to IO relevant conferences and meetings and shall provide meeting notes/minutes to government representatives.
  • Coordinates for intelligence support to Information Operations, to include target audience selection, target audience analysis, social media trends.
  • Support in drafting requests for forces and requests for support as required for steady state and contingency operations.
  • Oversee MISO support for deliberate and crisis action planning and participate in appropriate B2C2WGs.
  • Non-kinetic effects OPT. Represent Director of Operations for senior non-kinetic fires when tasked.
  • Non-kinetic targeting OPTs. Represent COCOM non-kinetic targeting at exercise conferences, joint targeting boards, and effects coordination boards. Provide a non-kinetic targeting list and advice to CDR USOUTHCOM through the Commander's Communications Strategy meeting.
  • Oversee MISO support to the DODRP.
  • Support for non-kinetic and MISO assessments. Maintain assessment coordination with J2 and J8 representatives. Report as necessary to Joint Staff and OSD with assessment data.
  • Coordinator for intelligence support to MISO, IO, and non-kinetic targeting.
  • Assist in planning, developing, staffing, coordinating, implementing, evaluating, and integrating IO in all USSOUTHCOM activities and operations.
  • Provide input, feedback, and support on social media solutions to Theater MISO requirements. Provide operational monitoring and support of social media programs.
  • Assist in conducting briefings and meetings that explain the program, and program issues, and provide suggestions to strategic media challenges.
  • Post Military Information Operations and Assessments Branch Chief or J39-approved social media messages.
  • The contractor shall be qualified in Spanish and/or Brazilian-Portuguese languages at Level 4 (Fluent) or higher. Language Qualifications are based on the US Department of State Foreign Affairs Handbook Volume 3, handbook 2- Foreign Service National Handbook.
  • The contractor shall maintain certificates and provide them upon request by the COR.
  • Provide mass communications and strategic media support, to include editing audio and video.
  • Support with writing stories, development of content, and daily news updates for Spanish, English, and Brazilian-Portuguese language magazines and websites.
  • Support with the production of daily original news and feature content briefs for Government websites and social media platforms.
  • Support with writing captions and headlines by looking for relevant images from our news sources to incorporate into articles and features for publication on Government websites, social media platforms, and printed materials.
  • Generate story and feature ideas for print materials and websites while looking for topics of interest to our message to develop into stories for publication into Government websites based on foreign media source reports and analyses to stay abreast.
  • Support with editing news content for publication into Government websites, making sure all translations are grammatically sound and factually correct for inclusion into websites.
  • Participate in conferences throughout the region as a means to support development while fostering partnerships with appropriate military and civilian personnel within the region to encourage article contributions.
  • Monitor foreign media source reports and analyses to stay abreast of major issues in the region.
  • Support distribution of MISO printed materials.
  • Support with the preparation of presentations for internal and external audiences.
  • Support working with Partner Nation Liaison Officers (PN LNO) and PN website administrators for article/content coordination and/or cross-referencing.
  • Support with the coordination, scheduling, and conducting of interviews with key communicators throughout the region.
  • Supports the preparation of assessments of social media engagements as part of the overall J39 assessments. This includes capturing and archiving impact indicators such as reader comments, observations, and other audience behaviors.
  • Support Government representatives in the preparation of purchase requests and other administrative activities.
  • Other duties as assigned.

Qualifications
  • Minimum of a Master of Arts/Master of Science MA/MS within one of the following areas: general humanities, law, literature or literary theory/criticism, foreign languages and literature, social and behavioral sciences, advertising, philosophy, political science, marketing, statistics, trend analysis, economics, media and mass communications, public relations and communications, journalism, social media, computer science, or related degrees
  • 2+ years as a combatant command, or higher, service component headquarters MISO Senior strategic planner with the following courses: JPME II, JIOPC, Army Psychological Operations Qualification course (POQC) with a two (2) years minimum of joint service. Experience as a qualified Psychological Operations Officer (37A) with a minimum of three years on a Military Information Support battalion or group-level staff or operational detachment and an additional three years on a JTF or higher joint staff (JTF, COCOM, Joint Staff, OSD).
  • Must possess or be able to obtain a U.S. Passport
  • TS/SCI clearance required.

Knowledge, Skills and Abilities:
  • Experience as qualified 37A with at least three years on MIS battalion or group-level staff or operational detachment and another three years on a JTF or higher joint staff (JTF, COCOM, Joint Staff, OSD).
  • Knowledge of joint operational planning process, military decision-making process, and military campaign plan planning, targeting processes and expertise in developing and accessing tactical and operational level PSYOP/MISO plans and orders.
  • Knowledge of service departments (Army, Navy, Marine Corps, and Air Force) functions and their relationships to CCMDs to coordinate PSYOP/MISO actions in appropriate channels, e.g., Army, Navy, Air Force, or Joint.
  • Experience with joint and/or combined military operations and interagency coordination.
  • Knowledge of DoD, joint, and Army service doctrine, regulations, and policies.
  • Proficient in integrating PSYOP/MISO capabilities into cyber plans and operations.
  • Knowledge of military command relationships and command and control (C2) procedures.
  • Explain the ability to coordinate PSYOP/MISO actions within the proper channels and develop policies that incorporate the principle of C2.
  • Experience with integrating, coordinating, and synchronizing adjacent and supporting operations and developing support for related capabilities and their activities. Be familiar with, certified in, or have applicable operational/field time experience in:
  • Military Deception (MILDEC)
  • OPSEC
  • EW
