Summary

The position is located in the Office of Financial Managment (OFM). OFM is responsible for ensuring effective stewardship of agency resources and integration of strategic planning and performance management into all phases of resource planning and execution. OFM performs the functions of Budget Formulation, Budget Execution, Accounting Operations, Financial Systems, and Financial Reporting, including the preparation and audit of the agency's Financial Statements.

Duties

The incumbent is the Supervisory Budget and Financial Operations Analyst in the Office of Financial Management. The incumbent oversees and manages budget formulation, budget execution, and financial operations for the Court Services and Offender Supervision Agency.

The incumbent serves as the Agency's senior budget advisor with expert knowledge of the laws, regulations, procedures, and policies that affect federal budget planning, execution, reporting, and systems. Identifies, evaluates, plans, and coordinates the Agency's current and future budget needs based on actual or possible changes in Agency program operations, laws, and regulations, and/or other internal or external changes impacting resources. Assures Agency budget policies, controls, systems, and reporting conform to Office of National Drug Control Policy (ONDCP), GAO, OMB, Treasury, and congressional requirements, and are responsive to a wide range of operational environments, missions, and conditions.

The incumbent serves as the Agency's senior advisor on all financial disbursement activities and controls, including commercial (vendor) payments, employee reimbursements, travel, and interagency agreements. Provides in-depth analysis and expertise on the processes, systems and controls of financial documents and source data.

-Supervises a group of employees performing work up to the GS-14 and GS-13 levels. Provides administrative and technical supervision necessary for accomplishing the work of the unit. Performs the administrative and human resource management functions relative to the staff supervised. Plans, schedules, and assigns work to subordinates. Establishes guidelines and performance expectations for staff members, provides feedback, and periodically evaluates employee performance. Provides advice, counsel, and/or instruction to staff members. Recommends or approves appointments, selections, or reassignments to positions appropriate to the selection authority delegated. Effects disciplinary measures as appropriate to the authority delegated in this area. Carries out Equal Employment Opportunity (EEO) policies and program activities.

Qualifications

You may qualify at the GS-15 level if you meet the following specialized experience qualifications requirement:

Specialized Experience:


One (1) year of specialized experience equivalent to the GS-14 level in the Federal service that demonstrates your specific knowledge, skills, and abilities to perform the duties of the position successfully. Specialized experience would include one year of substantive supervisory or program management experience at the GS-14 level or equivalent level manager or comparable management or leadership experiences outside of Federal service. To be qualifying for this position your experience should be sufficient to demonstrate: interpreting legislation and/or regulations for applications and in developing short, intermediate, and long-range plans for meeting agency goals and objectives for budget and financial operations programs and reporting functions and responsibilities; resolving significant problems through creative use of budget and financial operations principles and theories, extensive coordination with internal organizations, external agencies and stakeholders; leadership and management functions such as balancing workloads and commitments, evaluating employee performance, supporting EEO initiatives, hearing and resolving employee complaints, and identifying employee professional training needs; directing the work of professional and administrative staff responsible for financial and accounting functions.
