Summary

The incumbent will serve as the Field Affairs Team Lead for OIC and is responsible for providing support and oversight of key VHA compliance risks and help advance OIC's goals to (a) uphold compliance with applicable laws; (b) foster a culture of integrity; and (c) provide a compliance framework, leadership and oversight to promote an integrated VHA-wide program. The incumbent will supervise a dynamic team and serve as the Field Affairs, Communications, Helpline and Customer Service Team Lead.

  • Serves in an advisory capacity to the VISNS and medical centers in relaying and supporting appropriate compliance information, policies and practices to be incorporate into the functions represented within the compliance program at each facility, in coordination with the Director of Compliance Solutions and Outreach.
  • Responsible for the development, planning, implementation and maintenance of Field Affairs Customer service, Communication and Helpline program to multiple VACO and field stakeholders.
  • Field Affairs Outreach to field and network staff on upcoming tools, reports and responses.
  • Coordination and conducting of monthly calls with network level ICOS. This often requires the coordination with external offices for speakers
  • The coordination and conducting of monthly conference call with field level ICOs. This often requires coordination with other offices within VHA and external officers for speakers.
  • Development and distribution of weekly and quarterly correspondence to the field ICOs.
  • Development of comprehensive, system wide Field Affairs, Helpline and Communication program. Responsible for ensuring that all materials provided for Field Affairs customer service, Helpline and Communications are placed on the Compliance and Integrity website.
  • Responsible for reviewing the content of all material placed on the website and for responses provided to the field within the established OIC timelines.
  • Responsible for the development of Field Affairs customer service, Helpline and Communication program to address the areas where the most need is demonstrated.
  • Responsible for serving on committees, task forces, workgroups, etc to review and develop plans for Field Affairs customer service, Helpline and Communication projects for Integrity and Compliance program issues for medical centers, VISN level staff and program office compliance programs; responsible for developing networks and alliances across VHA with a wide range of stakeholders.
  • Plans work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work; Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
  • Evaluates work performance of subordinates; Gives advice, counsel, or instruction to employees on both work and administrative matters; Interviews candidates for positions in the unit; recommend appointment, promotion, or reassignment to such positions; Hears and resolves complaints from employees.
  • Finds ways to improve production or increase the quality of the work directed; Develops performance standards.
  • Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/03/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Individual Occupation Requirement (IOR): You can qualify based on Education, Experience or In-Service Placement. Your level of experience and/or education must be reflected one of the statements below.

IOR Education: Possess undergraduate or graduate education with major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

OR

IOR Experience: Possess at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-13) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Health System Specialist. Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
  • (1) Missions, organizations, programs, and requirements of health care delivery systems;
  • (2) Regulations and standards of various regulatory and credentialing groups; and
  • (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. At this level, applicants would have obtained this experience working within a health care setting, working directly with clinicians and local leadership to develop performance improvement techniques; applying organizational and system-wide strategies for continuous quality improvement; and experience running and supervising an administrative component of a health care system customizing in facility wide performance improvement programs, projects, and products.

OR

IOR Special Provision for In-service Placement: Successful completed an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:

  • Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
  • Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
  • Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

AND

Specialized Experience: Must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to the following examples:

  • Direct the Customer Service, Helpline and Communications program segment for OIC and is responsible for providing support and oversight of key VHA compliance risks and help s to (1) uphold compliance with applicable laws, regulations and standards; (b) foster a culture of integrity; and (c) provide a compliance framework, leadership and oversight to promote an integrated VHA-wide program by establishing and meeting national program goals and objectives in the areas of OIC Customer Service, Helpline and Communication.
  • Knowledge of-the field compliance, Helpline and customer service processes in order to assess, design, implement, and evaluate products, services, and activities
  • Work with VISN, Facility and Program Office Compliance officers and other VHA staff to ensure the varying needs of the OIC Program are met. Contacts may be made with senior management at VA/VHA headquarters offices, VISN and VHA field facilities.
  • Handles conflict and problems in dealing with the customer constructively and appropriately.
  • Management and supervision of direct reports which may include analysts, as well as support assistants. The incumbent plans, organizes, and carries through to completion assignments and studies involving the substance of key agency programs and staff
  • Knowledge and skill in interpersonal communications is necessary to work effectively with a diverse workforce and staff from all levels of the organization.
  • Possess communications, negotiations, conflict resolution, and leadership skills are essential to effective interpersonal relationships encountered by the incumbent.
  • Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.

NOTE: Participation in the seasonal influenza program is a condition of employment and a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). It is a requirement that all HCP to receive annual seasonal influenza vaccination or obtain an exemption for medical or religious reasons. Wearing a face mask is required when an exemption to the influenza vaccination has been granted. HCP in violation of this directive may face disciplinary action up to and including removal from federal service. HCP are individuals who, during the influenza season, work in VHA locations or who come into contact with VA patients or other HCP as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased medical facilities. HCP include all VA licensed and unlicensed, clinical and administrative, remote and onsite, paid and without compensation, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, researchers, volunteers and health professions trainees (HPTs) who are expected to perform any or all of their work at these facilities. HPTs may be paid or unpaid and include residents, interns, fellows and students. HCP also includes VHA personnel providing home-based care to Veterans and drivers and other personnel whose duties put them in contact with patients outside VA medical facilities.
