Duties

The primary role of Branch Chief is to supervise and manage junior and senior collection managers responsible for aligning and coordinating the planning and execution of collection strategies and plans, and the sharing of multi-discipline collection information against mission needs across all domains; transforming the DHS collection enterprise to be more responsive, collaborative, and scalable; improve the integration and synchronization of DHS Intelligence Enterprise (IE) collection through innovative new collection approaches that expand mission and efficiency to answer key intelligence questions; and oversees the activities of the DHS Departmental Requirements Officers.

The FMB Branch Chief will develop and maintain strong coordination and collaboration with senior leaders, collection management counterparts and colleagues throughout the DHS IE and Intelligence Community (IC); is responsible for the day-to-day orchestration of collection tied to Department priorities, strategies, postures, and plans; supports both DHS IE Functional Management and IC Functional Management, the FMB, alongside the CMD Director/Deputy Director; and represents CMD, I&A, and the DHS IE at interagency and governmental teleconferences, secure video conferences, working groups and committees, ensuring DHS collection equities are properly addressed.

Additionally, the FMB Branch Chief assists the CMD Director/Deputy Director/Executive Officer in the day-to-day execution of CMD missions through direct supervision and management of employees conducting all-source collection management strategy development, representation to IC functional management for DHS, to include evaluating employee performance; mentoring and guiding professional development; and recommending best practices and use of resources for the accomplishment of varied roles within the branch. The incumbent will ensure DHS equities are represented via in-person engagement and presentations as well as through written correspondence and production.

MAJOR DUTIES

  • The incumbent will be responsible for a broad range of activities in support of intelligence plans, programs, and operations within the Functional Management Branch, to include managing day-to-day execution of collection orchestration in line with Department collection strategy goals, objectives, and milestones. Provides policy recommendations. Promotes identification of potential improvement opportunities and advises management of these opportunities.
  • Hosts and/or manages scheduling and agenda development of Homeland Security Intelligence Council (HSIC) subordinate boards, working groups, and committees supporting and advocating on behalf of the Department's functional manager for collection and reporting; and attend joint collection management forums; synchronize and improve organic collection/reporting.
  • Assists in developing and implementing Collection Management directives, instructions and other policy guiding documents and assists other parts of the Division in the development, tracking, and monitoring of DHS IE-wide collection performance metrics and effectiveness relevant to collection strategies/plans that impact CMD's overall programmatic efforts and improve overall efficiency.
  • Advises leadership on the application of assets, technical solutions, formulation of intelligence policy, and allocation of resources to affect collection against organizational intelligence requirements/needs.
  • Supervises the adjudication of department-wide imagery collection requirements, imagery acquisition through commercial vendors, government-wide GEOINT agreements between agencies as they impact DHS, and the solicitation and advocation of commercial needs to the broader National System for Geospatial-Intelligence community via Departmental Requirements Officers
  • Identifies, allocates, and leverages collection platforms and resources as part of a holistic plan to further the Homeland Security mission to resolve complex collection problems. Leverages the entirety of DHS I&A, the DHS IE, and the IC to develop collection plans and employ collection platforms/resources in pursuit of prioritized operational objectives and critical issues.
  • Performs other duties as assigned.

  • Must be able to obtain/maintain a TS/SCI Security Clearance.
  • This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program.

Qualifications

Specialized Experience: To qualify for a GS-14 position, the candidate must possess at least one year of specialized experience, equivalent at the GS-13 level in the Federal service, or comparable experience not gained through federal service; Candidates must possess certain knowledge, skills, abilities, or other characteristics to successfully perform the functions of this position.

The competencies or knowledge, skills, and abilities needed to perform this job are:
  • Knowledge of DHS I&A Homeland Security intelligence mission and the role intelligence plays in the relationship between I&A, the DHS Components, and the IC.
  • Demonstrated ability to develop and maintain collaborative information and knowledge sharing networks within the mission center and counterparts within I&A, DHS, the broader intelligence community as well as state, local and private sector partners.
  • Demonstrated experience in interacting with senior level officials for operational coordination, information sharing, and other matters of mutual or multi-discipline interests.
  • Experience or understanding of supervisory personnel management responsibilities, to include but not limited to establishing employee performance goals and counseling, managing time and workload of employees, resolving complaints, identifying opportunities for employee recognition, promotion or in-grade step increases when appropriate, identifying employee developmental needs and providing or arranging for training (formal and on-the-job) to maintain and improve employee job performance.
  • Technical knowledge in strategy development, functional orchestration, collection requirements management and collection operations management.
  • Experience in planning, managing, and directing engagements with a wide range of customers and stakeholders to build relationships that will enable the accomplishment of branch-, division-, and departmental-level objectives.
  • Preparing and reviewing substantive correspondence and executive-level documents; editing for accuracy, responsiveness, acceptable tone, grammar, style, procedural requirements, and compliance with policies.
  • Identifying and properly addressing issues or areas of concern that could impede timely and quality responses to tasks.
  • Demonstrated experience in interacting with senior level officials for operational coordination, information sharing, and other matters of mutual or multi -discipline interests.
  • Completion of a Collection Management Fundamentals Course and/or Collection Management Leader Course, and preferably fulfilled or pursuing the Defense Collection Management Professional Certificate (Certified Collection Management Professional - Fundamental (CCMP-F).

Substitution of education in lieu of specialized experience may not be used for this grade level.
