Summary

This position is located within the Department of Veterans Affairs, Veterans Benefits Administration (VBA), Office of the Under Secretary for Benefits (OUSB), Office of Strategic Support and Initiatives (OSSI). OSSI is a leadership-oriented strategic advisor, SME partner, and connector. The office provides strategic visioning, alignment, and planning advice; strategic and operational planning guidance; and risk management and coordination across Lines of Business.

Duties

Specific duties include:
  • Responsible for providing oversight and expert knowledge, management, implementation and execution of VBA's evidence-based activities and strategic planning efforts.
  • Responsible for tracking the Strategy & Operations and Benefits Evaluation & Evidence Strategy teams for enterprise integration progress, evaluating performance metrics and outcomes, coordinating initiative activities and internal/external communication, and ensuring customer satisfaction.
  • Advances the maturity of OSSI's capabilities as it continues to evolve as an organization. Identifies areas of growth, recommends action plans to enact change, and facilitates the development of strategic workstreams as needed.
  • Works to meet the needs of VBA's leaders to assist high-level decision-making regarding modernization efforts. Raises obstacles to OSSI leadership to address solutions collaboratively across VBA.
  • Collaborates with the director to define programs and project management goals internal and external to VBA as needed. Develops coordinated positions within OSSI and makes decisions that affect long-range courses of action.
  • Implements overall programs and project management guidance and policy. Oversees the management of actual project resource utilization to ensure compliance with project management plans.
  • Works with the director and other VBA senior management officials both internal and external to VBA to ensure vertical and horizontal integration of major programs and project development for VBA and its stakeholders.
  • Manages assigned projects in accordance with established cost, schedule, functional and technical performance requirements.
  • Confers with project managers regarding project requirements and objectives and plans for program success. Regularly reviews the status and progress of projects, provides management guidance and direction, and provides advice and/or decision on policy matters to staff members and the Director.
  • Oversees all phases of major projects to ensure integration and coordination within established time frames, and maintains corporate goals and objectives, consistent with OSSI and VBA priorities, organizational commitments, policy, as well as measurable performance criteria.
  • Conducts periodic program review and analysis briefings to compare progress with objectives and established milestones. Identifies areas where slippage is occurring and determines required corrective action to bring the project in line with established schedules.
  • Participates with the director in planning and administering daily activities. Is delegated full authority by the director to supervise and manage a staff of Chiefs, Management Analysts, and other support personnel aligned to OSSI.
  • Exercises delegated authorities to approve the full range of personnel management actions and organizational change proposals. Interfaces with VBA, VHA and the Department and other government agency staff to ensure overall program coordination for planning, contracting, and legal issues.
  • Plans and coordinates work efforts, assigns and reviews work, resolves employee issues/complaints, selects new employees, sets performance standards, develops appraisals, and evaluates the performance of subordinate supervisors and non-supervisory staff.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:05/10/2024.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A).

To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:

GS-15 Grade Level:

Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation in the organization.

Examples of specialized experience includes (but not limited to):

  • Providing strategic communication, planning advice and consultation to higher level management and agency officials.
  • Overseeing project management to ensure integration and coordination within established timeframes; maintain corporate goals and objectives. Directing, planning work, and setting priorities for multiple programs within agency.
  • Developing policies and plans to implement immediate and long-range goals and objectives.
  • Developing resolution to difficult solutions and recommending policy and procedure changes.
  • Performing analysis and evaluation of program effectiveness and efficiency to identify issues and make recommendations to higher level management officials.
  • Candidates must also have demonstrated in their work experience or training that they possess, or have the potential to develop, the qualities to successfully supervise subordinates and manage a successful operation. Such experience is to be substantive and relevant.


Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with attending meetings and conferences. Work may require carrying light items such as papers, books, or small parts. The work does not require any special physical effort.
